A Research On The Coordinated Development Optimization Models Of China's Coal And Electricity Industry

In recent years,the energy sector of our country developed rapidly,especially in the power industry.After entering the new century,the installed capacity of electric power industry grew rapidly.In our country,thermal power units accounted for the majority of units, thought government put more energy into raising the proportion of new energy and Hydroelectric power.These achievements can not be separated from the shadow market.After China's reform and opening-up,our country began the gradual implementation of market-oriented reforms,including reform of the power system and energy market.The initial goal of electricity reform is to implement the separation of government from enterprises.With the deepening of reform,we gradually put forward a number of market-oriented reform objectives.China's existing power companies are vertically integrated management companies,have gradually broken down into independent power generation companies and grid companies.At the same time,energy market reform is faster than the market-oriented electricity reform process,which determines the special contradictions between the two industries.This contradiction intensified since 2003,making the whole country plunge into a electricity shortage situation,the National Development and Reform Commission in 2005 proposed coal-linkage program,but this is not a fundamental solution way.China's coal-power struggle is in essence a result of the mutual development of non-conforming;we should rebuild the relationship between these two industries.As the power industry have fundamental roles in social development,the relationship rebuilding will affect many industries.This article is to study this issue;the main contents are as follows:(1) Introduced the power industry and coal industry reform and development process, on the basis of analysis,we addressed some question needed to solved.(2) Research on the relationship between the carbon tax and China's economic growth, energy consumption,construct a model to analyze all the provinces.Then analysis the inter-exchange between coal-fired generating units under carbon tax situation,it can give model reference.(3) For the existing coal-fired electricity price linkage mechanism,the coal price and power price linkage relationship between the model of balance.Analysis various factors which will affect electricity pricing process,constructed the quantitative relationship between coal prices and other factors.On this basis,we constructed a linkage balanced model describing relationship between the coal prices and generation contract prices,and the establishment of coal-fired electricity price linkage operating mechanism.(4) Transport,as well as the use of coal-use electricity price and electricity can be interrupted to optimize the analysis of energy-saving coal-fired electricity.Analysis of interruptible electricity,use electricity price of hair,the effects of transmission companies, and was put forward their own optimization models,with an industrial Zhejiang Empirical estimate of the data.(5) The contract for difference between the coal producer and electricity generator is designed,and then model is used to analyze the coal producer's generating behavior and the electric generator's decision behavior,and the Stackelberg model is used to analyze the generator's cooperation behavior,finally the Shapley principle is applied to present the profits distributing model.
