The living Standard of people has had great increase with the economic development in China. However, environment deterioration and resources destroy drive us to think over how long can we go along the extensive growth road. Though it is helpful to improve the increasing serous resources and environment problems by propagandistic education and End-of-Pipe Control method, the adjustment by economic means maybe contact the root of the these problems. Herein this aissertation is just based on the above viewpoint to discuss the water resources , water environment and water safety problems of Yangtse River and solve it by the existing economical means and ability.Following are the main conclusions:Firstly, water investment of Yangtse River is not reasonable. The author considers that the investment should be strengthen in the full range. The investment of its lower reaches should be descended and emphasized in water environment protection and water pollution solvent. The investment of its middle reaches should be strengthen. Much more investment should be strengthen in the upper reaches because of the important position and high investment value. Resources environment can be improved by water investment. Also, it will influence the economy in the tutnre. So is the investment of Yangtse River.Secondly, standing at the position of national water investment, comparing with the water investment benefits among Yangtse River, Yellow River, Huai River and Zhujiang River from flood prevention, irrigation, water supply, electricity generation and water and soil holding, this aissertation has a conclusion, water investment should be placed in the area. With lower marginal cost and higher marginal benefit. We can find from the data analysis that the benefits from flood prevention, electricity generation and water and soil holding of Yangtse River is higher than other rivers. In another aspect, the water supply benefit of Yangtse River is a bit low, but rich in water resources. The water supply benefit could be improved by water transferring project. Irrigation could be improved by local conditions.Thirdly, the improvement of water investment conditions could solve the bottleneck which restricts the development of its area. In addition, it also could solve the vicious circle of economic environment caused by urbanization and industrialization. However, the agricultureal development depends on the improvement of water conditions. So, we can see that the water investment has a closely relationship with the long-run economic growth. If we look the resources as a factor in the traditional grouth model, we can find that the GDP will be decreased whichis caused by the over-investment of the environment destroyed industries, while a healthy industries are influenced by water investment.Fourthly, it also can improve the benefits of water investment from the government management. The benefits of water investment could increase highly at the base of fixed total investment mainly depending on the change of government role from a participant to a guider, the property rights reform of the water investment companies and the effect supervise by the government.According to the above discussion, a scientific investment decision-making of Yangtse river could be given, including the total decision-making of water investment and its structure in Yangtse River and. The ctvncture here refers to the one among the upper reaches, middle reaches and lower reaches of the river, and the relationship between every parts of Yangtse River water investment and the total water investment in China. The theoretical innovation are tried in the following three aspects:(1) Introducing the resources and water into the growth model, and changing the investment in the regular growth model into the neutral environment, environment destroying and environment protective investment, so that a investigation of water investment could prompt the economic growth for a long term.(2) To analyze the linearity relation between the GDP of Yangtse River and water investment by the panel data measurement econometvic model and to study how to confirm the quantity of water investment in order not to make the water investment to be the bottleneck of development.(3) Makeing the governmentrole turns to be a participant from an investor, introducing the fund to water investment by the means of tax and subsidy, deciding the direction of water investment of government.
