Research On The Development Of Wuhan Urban Agriculture

With Wuhan City advancing to a modernized international metropolis,its agriculture has undergone the transformation from suburban agriculture to urban agriculture.As a new agricultural form in the development of agriculture modernization,industrialization and urbanization,urban agriculture has played such an important role in optimizing the functions of urban city,promoting the coordinated development between urban city and rural areas,constructing a new socialist countryside,building a well-off and harmonious society in an all-round way that it must be supported,improved and promoted.Therefore, through studying on the problems existing in the development of urban agriculture in Wuhan City,this dissertation aims to promote its agricultural development while overcoming the urban diseases coexisting in the metropolis,solving the ecological deterioration and water,air and land pollution which are caused by population density and combining the development of urban agriculture with the improvement of urban ecological environment.Moreover,it also hopes to make agriculture go on its production and create an exquisite environment which is pleasant,natural and suitable for recreation. All above will in the end integrate "city" with "agriculture" indeed,realize the multifunction of urban agriculture in production,living and ecology,improve the urban landscape,explore a way for the urbanization development with Chinese characteristics and promote the harmonious development between human beings and nature,the increase of agricultural efficiency and farmers' income and the coordinated development between urban and rural areas.The study is carried out as follows:firstly,the author carries out surveys in the representative cities like Beijing,Shanghai and Guangzhou through interviewing with agriculture-related sectors and visiting farmers and accumulates first-hand data by collecting information on urban agriculture and sorting out relevant national regulations and laws.Secondly,with systematical analysis of the history and present situation of the planning and development of Wuhan urban agriculture,the author introduces empirical analysis to make an objective evaluation of the development of Wuhan urban ariculture and then select and put forward the operating mechanism and the effective developing path.Thirdly,the author establishes a new mode which will be tested in practice for improvement and designs and plans the general framework for the development of Wuhan urban agriculture.Fourthly,the author analyzes the present situation,existing problems and development potential of urban agriculture in those domestic representative cities by induction approach and studies those in overseas typical cities by comparison approach, providing the development measures and institutional arrangement for reference.Finally, based on the above analysis,the author sets up the management institution and policy system for the development of Wuhan modern urban agriculture.Apart from the introduction part,there are nine chapters in the dissertation,which are as follows:The introduction part explains the purpose and significance of the study,sums up studying situation both at home and abroad and introduces the studying background, object,theme,value and methods,together with a brief indication of the structural arrangement and main viewpoints of the dissertation.The first chapter summarizes the connotation,characteristics and functions of urban agriculture and analyzes a series of problems confronted with in the urban development, indicating that as a kind of agricultural phenomenon closely connected with the development of urban economy,society and culture,urban agriculture plays a greatly important role in the urban construction,which forms an important basis and a logical start point for the analysis and policy study on the planning and development of urban agriculture.Chapter Two summarizes the relevant theories on the planning and development of urban agriculture.This chapter focuses on the theories of industrial organization, economic strategic adjustment,rico-institutional economics and sustainable development, which establishes the theoretical basis for the following discussion on the planning and development of urban agriculture.The next three chapters,that is from Chapter Three to Chapter Five,are the core and key part of the whole dissertation,which deal with the systematic analysis,the evaluation of the index system,the selection of the mode and corresponding design of the managing institution and policy system of the planning and development of Wuhan urban agriculture. This part begins with the history and present situation of the planning and development of Wuhan urban agriculture and analyzes the advantages and disadvantages of its development.Then,on the basis of empirical analysis,it establishes the index system and evaluation method for the planning and development of Wuhan urban agriculture according to the connotation of the index system and the constructing principles of urban agriculture.And it analyzes the trend,mode selection and its construction of the planning and development of Wuhan urban agriculture. Chapter Six and Seven analyze current situation and progress of the planning and development of urban agriculture in domestic representative cities,like Beijing,Shanghai, Shenzhen,Tianjin and Taipei,and those in overseas typical countries,like the United States,Japan,Singapore,Holland and France,which is used as reference for the innovative study on the planning and development of Wuhan urban agriculture.With previous analysis,Chapter Eight establishes the managing institution and policy system for the planning and development of Wuhan urban agriculture.Chapter Nine is the conclusion part of the study.This part puts forward four pieces of suggestion for the development of Wuhan urban agriculture,which are as follows:policy guidance is the key,planning and management is the prerequisite,comprehensive planning is the guarantee and the financial support is the ensurence.
