Industry is the dominant industries and pillar industries in the national economy. As China is undergoing rapid economic growth and industrialization processes, the research on industry development and industrial competitiveness is of great significance. Since 1949, the development of Chinese industry shows a non-balanced feature. How much about this gap? What are the reasons that impact and decide the current regional industrial distribution? How to measure this gap? What are the factors that influence the regional industrial competitiveness? What are the meaning, influential factors and form mechanism of the regional industrial competitiveness? Has the coordinated regional development strategy reached the desired effect, which has narrowed the gap? What areas should be in attention to improve their own industrial competitiveness in the future of the regional industrial development which promote the regional industrial harmony and sustainable development? The related research has not given a complete theoretical framework or a satisfactory answer.Introduction aside, the full text is divided into 5 parts:1. The related theory commentaryThis chapter summarizes the related theory to grip the theoretical development of the competitiveness theory. This is the foundation of the theory exploration. Competitive theoretical origins can be traced back to Adam Smith's theory of absolute advantage and Ricardo's theory of comparative advantage. Access to the new classical era, the competitiveness of the theory gradually explored in depth the source of comparative advantage and empirically tested the theory. The competitiveness theory based on the factors endowment appeared. Marx pointed out that the decisive role of the level of productivity, which reveals the essence of competitiveness. Through the labor productivity, Marx excavated the factors affecting the competitiveness. It is the base of this paper. Entering the 1980s, the modern theory of competitiveness has become to an independent scope of the study. Michael Porter made important contributions for the modern theory of competitiveness; he set a comprehensive analysis framework and clearly studied the significance of industrial competitiveness. He made the famous "diamond model". Jin Bei further researches the industrial competitiveness; he thought in terms of the competitiveness of China should start from the industry, which is very important in terms of enlightenment significance in this paper. On the other hand, regional and urban competitiveness theory gradually on the rise, researchers detailed analysis of the competitiveness of the regional elements. Chinese scholars also did some pioneering research on regional industrial competitiveness. They built some factor systems to evaluate the China's regional industrial competitiveness. But these evaluation systems always ignored some factors which are involved harmony and sustainable development such as government support, technology and innovation, resources utilizing and environment protection.2. Regional industrial competitiveness theory explorationThe theoretical base of regional industrial competitiveness includes four components: the concept definition, features and essence, the constituent elements and the mechanism for the formation. Regional industrial competitiveness is a concept between the industry competitive and regional competitiveness. The main features of the regional industrial competitiveness include the non-uniformity, the relative nature of competition, incomplete competition and the dynamic of competition. The essence of regional industrial competitiveness is the regional industrial integrated productivity. Competitiveness is the manifestation of productivity. Sustainable development is an inevitable requirement for competitiveness. It is the concept of sustainable development, not only satisfies the needs of contemporary people, but also compromises the need of future generations. The change of the economic development approach is the base of sustainability of the competitiveness. We need improve the industrial strength and industrial performance, at the same time we need through the strengthening of scientific and technological progress and innovation, efficient use of resources conservation, the recycling economy development, and strengthening environmental protection, and other concrete measures, to take a new road to industrialization and sustainable, form regional industrial competitiveness. This paper explore the constituent factor of regional industrial competitiveness: the core factors of the regional industrial competitiveness includes six areas, the industrial economic strength, industrial economic performance, the competitiveness of the government and business management skills, technological progress and technological innovation capability, resources organizations supply capacity, environmental protection. Forming a comparative advantages into competitive advantages, continued innovation, and changing the static superiority into dynamic advantages, is the forming and maintain mechanism of regional industrial competitiveness.3. The current situation and reasons of China's regional industry distributionThis chapter introduces the history of China's regional industry, it discusses the current situation of China's regional industry and analyses the reasons. This is the foundation of the empirical analysis. In the early days of foundation, China implemented the balanced regional industry development. In 1960s, the industry came into the period of "three- line construction". It improved the economic development in the middle and west of China. After reform and opening up, how to improve the economic performance became the most important problem. The government made the decision that the most fund of China invested into the east of China. The coastal provinces developed faster than the other regions. The situation of regional industry was imbalanced. In the 21 century, the government implemented"the Development of the Western Region","the revitalization of old industrial bases in northeast China"and"the Central Areas' Rising". It means that the regional industry will develop more harmoniously and balanced. The geography, industry structure and institution is the most important factors which affect the regional industry distribution.4. Chinese regional industrial competitiveness comprehensive evaluationChinese regional industry shows the characteristics of non-balanced development. In this chapter, we will analysis the division methods, establish the evaluation index system, select evaluation method and demonstrate regional industrial competitiveness. According to our research we need to divide six regions, namely Central Beijing, the northeastern region, the southeast coastal areas, the Central Plains region, northwest and southwest regions. The paper select six-level indicators and 26 secondary indicators as comprehensive evaluation index system based on the theory of Chapter 2. We selected the principal component analysis in this paper through the several methods of evaluation. We select 1994, 1999, 2004, 2005 and 2006 as a joint research time to conduct a comprehensive evaluation of Chinese regional industrial competitiveness.5. Empirical results analysis and CountermeasuresThought out the demonstration, we can see the raising gap of regional industrial from 1994 to 1999, the gap of regional industrial competitiveness is reducing from late 1999 to 2004. The nation's regional harmony stratagem had some effects. Chinese industrial economy's tendency has a well rising rate from 2004 to 2006, at the same time, the gap of regional industrial competitiveness had a tendency of reducing; the nation's regional harmony stratagem had great effects.We have given the relevant advices to the developed region (the southeast coastal areas,namely Central Beijing)and the middle developed region (the northeastern region,the Central Plains region)and the behindhand region (northwest and southwest regions)based on the fact of industrial economic development. We aspect to give some extend revelation to the industrial harmony development. The industrial economic dimensions of developed region is bigger, overall strength of prominent industry, high-level industrial performance, technology and the ability to make innovations, more environmental protection and pollution control, therefore, they should improve the capability of independent innovation, vigorously develop the circular economy, continue to step up environmental protection efforts of these three aspects; middle-developed areas raise the level of competitiveness of the industry should be from the human resources strategy, technological innovation, management innovation initiated. Middle-developed areas should promote the further development of industries; the industrial development of backward areas should be the main characteristics from the economic development, strategic planning, and introduction of training qualified personnel, optimize the investment environment to improve regional industrial competitiveness.There are several possible innovations in this paper as follows:First, we use the Marxist basal theory as our instructional theory, put forward that the essential of regional industrial competitiveness is integrated productivity including sustainable development; Second, hackle the venation of regional industrial competitiveness, put forward the character the essential and the inscape of regional industrial competitiveness, explore the theory of regional industrial competitiveness; Third, design the regional industrial competitiveness evaluation system to evaluate Chinese regional industrial competitiveness from 1994 to 2006, demonstrate the harmony development of regional economy, find the key factors of affecting industrial competitiveness of each region.
