21st Century is a knowledge-based times whose important characteristics is innovation. With economic globalization spreading worldwide, the competitions between countries have more and more focused on science and technology. Science and technology innovation has become the inevitable choice to promote national economy and comprehensive competitive competency. Science and technology innovation, especially independent innovation, has become a key factor deciding a nation's sustainable competitive competency."To improve the independent innovation"has been included in China's national development strategy and more and more cities'medium- and long-term development planning. The emphasis on the independent innovation reflects a big gap between China and developed countries. Frankly speaking, whatever high-tech park or University-based science park in China, lack of independent innovation is a common weakness."3-Zone Interaction"of University, Science Park and Administrative Community (Abbr."3-Zone Interaction) was firstly practiced by Shanghai Zizhu Science-Based Industrial Park, Shanghai Jiao Tong University and Minhang District, Shanghai in June of 2002. It is a new model of high-tech park to promote independent innovation.The implication of"3-Zone Interaction"is that relying on the University, platforming on the Science Park, clustering and sharing the resources in the Administrative Community, a strong regional innovation cluster can be established to better realize the technology spillover effect of the University and the technology incubation effect of Science Park, then promote population quality and industry upgrade in the Administrative Community and improve regional and national independent innovation. The core of"3-Zone Interaction"is to establish a regional ecological innovation network by fusion and interactive developments among University, Science Park and Administrative Community under some institutional arrangements."3-Zone Interaction"meets the inherent requirement of restructuring China's high-tech park and provides a new channel for their restructuring, which is to improve technology innovation with institution innovation, to improve independent innovation with cooperative innovation."3-Zone Interaction"also explores a new mechanism to extend Universtiy's function. Meanwhile,"3-Zone Interaction"can greatly improve regional economic development, upgrade industrial structure, enhance culture communities and even re-position regional functions. The most important value of"3-Zone Interaction"is that it can enhance China's independent innovation.Now many theories focus on University-based science park or regional innovation system, but few focus on"3-Zone Interaction". Moreover, the very few articles about"3-Zone Interaction"mainly introduce its definition. Till now, there are no articles to study how to implement"3-Zone Interaction". So, it is very necessary to deepen the study of the model, operation mechanism and empirical study of"3-Zone Interaction". On the one hand, it can enrich"3-Zone Interaction"theory; on the other hand, it can guide practices. As an important part of regional and national innovation system,"3-Zone Interaction"regional innovation network is helpful to enhance civic and national science and technology and improve the sustainable healthy development of economy and society.In this thesis, the author will construct a complete theory for"3-Zone Interaction"regional innovation network with 7 parts'studies focusing on its model, operation mechanism and empirical study.In the 1st part, the author introduces the study's background and significance, the related research at home and abroad, and the content framework, research method and major theoretical innovation in this thesis.As a logical starting of the whole study, the 2nd part focuses on analyzing the implication and driving mechanism of"3-Zone Interaction". Firstly, the author strictly defines 3 players in"3-Zone Interaction", and then analyzes the implication and characteristics of"3-Zone Interaction". Secondly, the author studies the driving mechanism of"3-Zone Interaction". Thirdly, by linking up regional innovation theory and ecological economics, the author creatively constructs a"3-Zone Interaction"regional ecological innovation network model. This new meso ecological innovation network can improve the harmony interaction among micro, meso and macro innovation system, and then strengthen civic and national sustainable innovation.The 3rd, 4th and 5th parts are the cores of the thesis. In the 3rd part about model research, it is emphasized to study the morphological patterns, organization and management model, and interests'coordination and balance mechamism of"3-Zone Interaction".With network perspective, the author studies the operation mechanism of"3-Zone Interaction"in the 4th part. In order to achieve the goals of improving the independent innovation by 3 Zones'effectively melting and interacting, the author designs a dual-platform operation mechanism. One is operation platform, which is a platform of operating"3-Zone Interaction". On this platform, resources sharing layer, cooperative innovation layer and independent innovation layer are progressively followed to realize the goals of strengthening the whole newtork's independent innovation. Then by radiating, absorbing and networking,"3-Zone Interaction"innovation network can be tightly linked with regional (civic) and national innovation system to strengthen regional and national independent innovation. The other one is institution platform, which is a whole institutional system including entry, fusion, incentive, innovation, interests allocation, oversight and withdrawal. The cooperation and interaction between operation platform and institution platform can greatly drive the self-improvement and healthy improvement of the whole operation mechanism.In the 5th part, the author studies how to evaluate the operation performance of"3-Zone Interaction". The author establishes an independent innovation evaluation system including 4 primary indexes (independent innovation's incubation index, R&D index, output index and interaction index) and 18 secondary indexes. In the followed 6th part, this evaluation system and Analytical Hierarchy Process (AHP) are used for empirical study. In the 6th part, the author empirically studies Shanghai Zizhu Science Park"3-Zone Interaction"regional innovation network which has operated for 5 years. The author studies its present model, operation mechanism and performance to test the scientific and practical possibilities of"3-Zone Interaction"theory created in this thesis.In the 7th part, the author summarizes the whole framework and then introduces further study direction.The major innovation in this thesis is that a complete theory about"3-Zone Interaction"has been constructed to fill in the theoretical blanks. The innovation embodies in the following: 1) Have given a clear and strict definition for"University","Science Park"and"Administrative Community"and avoided the generalization in definition. And then have creatively positioned the different functions for all the players in"3-Zone Interaction":"University"is the source,"Science Park"is the body and"Administrative Community"is the support system. 2) With 2 game models, the author creatively analyzes 3-player and 2-player games and suggests how to coordinate and balance the players'interests in"3-Zone Interaction". 3) Have creatively designed a"3-Zone Interaction"operation mechanism model and cleary explained the operation mechanism for dual platforms and separate layers. 4) Have creatively established a"3-Zone Interaction"independent innovation index evaluation system and test it with the empirical study of the 6th part. This evaluation system will be helpful to guide the innovation practices in"3-Zone Interaction".
