Research On Evaluation, Development Pattern And Policy Of Regional Innovation Systems

At present, it is a significant and urgent theoretical and practicalissue for the academic circles and governments at all levels of our countryto establish and improve regional innovation systems (RIS). Thisdissertation attempts to study construction idea, development pattern andpolicy arrangement of RIS accord with the characteristics andrequirements of Chinese regional economy and social development, aswell as the method of innovative performance measurement accord withthe intrinsic requirements of RIS, by means of detailed study on RIStheory and comprehensive investigation on RIS construction at home andabroad. Results from this study are expected to provide guidance andreference for improving the construction of RIS. The primary work andmain contributions of this dissertation include:1. Based on the literature review about RIS in domestic and foreigncountry, it points out the problems of RIS to be further researched. Fromthe theories of national innovation systems and modern regionaldevelopment, it makes a deep analysis on the theory basis of theresearches on RIS, which provides the theory support and guidance forthe construction pattern and policy making of RIS in China.2. Aimed at the roughness and simplex of the evaluation indexesused in DEA in the present researches, it introduces three indexes into theperformance measurement of RSI, namely articles taken by Chinesesocial sciences citation index (CSSCI), graduate students, and salesrevenue of new products as a percentage of total revenue from the sale ofproducts, and makes comprehensive application on several kinds of DEAmodels to evaluate the performance of RIS of all areas in our country.The research shows that improving the utilization efficiency ofinnovation resources is the general problem faced by all areas in ourcountry, which should arose the high attention of all levels government inChina.3. Combining predecessors' researches about RIS and theconstruction practice of RIS of our country, it puts forwards the idea ofclassifing successful RIS of China into three types, namely RIS based on clusters, active learning RIS, and RIS across the administrative area. Italso studies and generalizes the characteristics, applicable conditions anddeveloping policies of these patterns. On this basis, the similarities anddifferences of these patterns are compared, and some basic constructionideas of RIS in China are also put forward.4. According to the researches of the report of Chinese regionalinnovation ability, it develops a new typology of regional innovationbarriers, namely four types of innovation barrier, namely four types ofinnovation barrier: knowledge creation barrier, knowledge acquisition(knowledge flow) barrier, firm innovation barrier and innovation milieubarrier. In view of the typology, this thesis puts forward two new conceptsof absolute innovation barrier and relative innovation barrier to quantifyinnovation barrier as well as their calculation methods, and then putsforward some relative solution methods and measures aimed at theinnovation barriers.5. Making the Hunan RIS as an example, it makes a deep analysis onthe construction situation, pattern selection and development strategies ofHunan RSI. The main developing problems of Hunan RIS include:investment on scientific research is insufficient, position of innovationactor for firms has not established, integration of Changzhutan is stillslow, conglomeration of industry and capabilities to bring alongdevelopment are weak, the reform situation of scientific researchinstitution is not optimistic, transition rate of the scientific and technicalachievements is low, etc. On the basis, it puts forward the constructionidea and tactic that Hunan should mainly select the type of active learningand also gives consideration to the RIS across the administrative area asthe same time. Strategies for improving Hunan RSI include: encouragingthe one point and one line areas to be the banner-bearer in economicdevelopment, facilitating interactions among regions, constructing amultiform investment and financing system for science and technologyinnovation, building a talents support system, promoting regional milieuin favor of innovation, etc.
