Resource allocation is the core and essential issue in enterprise multi-project management. With the quick revoltion of information technology, network technology and scientific technology, the subsisting environment of enterprise is becoming more and more complex, levity and uncertain. In this environment how to allocate shared resources rationally for enterprise so as to carry out multi-project process is perplexing. Therefore, studies on resource rational allocation for enterprise in dynamic IT environment bear much significance both theoretically and realistically.Based on qualitative, quantitative, normal and experimental research, this dissertation makes a systematic analysis on methodology and applied technology for enterprise resource allocation in the light of management theory. The main contents are as follows:1. The aim of this study and its significance were introduced by presenting problems in resource allocation. After Literatures relating to multi-project management from home and abroad were summed up, the frame of this dissertation was also given.2. As the basis of this paper, some themes of resource allocation for enterprise were illuminated. Specialities of knowledge were put forward. The relationship between enterprise knowledge resource and information technology in IT age was summarized. Also, the methodology for management of enterprise knowledge resource was presented. Finally, a brief introduction of characteristics for enterprise multi-project operation was given.3. IT environment faced with the current enterprise resource management was analyzed. The methodology and technology were discussed. The pattern of enterprise multi-project operating under IT circumstance was analyzed from such two aspects as applied technology of resource management for enterprise multi-project operating and theory & methodology of resource allocation for enterprise multi-project management. At last, how to stabilize the enterprise multi-project operation was studied and analyzed by virtue of complex system analysis methodology. An importment conclusion was drawed.4. Based on the study of specialities in enterprise resource under IT circumstance, conceptions of equivalent efficiency and conversion factor in enterprise multi-project concurrent synchronous allocation were determined by virtue of stochastic theory. And a model for resource allocation was proposed. Then a corresponding algorithm was presented with mathematical analysis. Aiming at the dynamic environment for enterprise development, a deeper improvement and discussion was given to such model so as to make it more applicable.5. Considering the technical realization for above mentioned model, in accordance with the universal comprehensive technique standard for enterprise informalization such as aceXML and RosettaNet, A partner information exchange protocol (PIEP) was established under the study on information exchange frame, model of information exchange and process of information exchange. PIEP is of four models for various information exchange partners. The methodology for integrating information resources between partners was put forward in the light of multi-attribute decision mathematical model through four models of PIEP. Finally, a systematical discussion of enterprise operation mechanism under IT circumstance was focued on agile enterprise, information integration and information outsourcing.6. The dynamic multi-project process of resource allocation is described using a large-scale survey investigation design Institute case.7. All the main results and novelty achieved in this dissertation have been summed up, and the directions of future studies are indicated.
