Knowledge organizations are rich in intellectual resources and take knowledge creative ability as the key factor of living and development. Only by strengthening the management of expert brainpower resource and turn it into organization intellectual resource, can self knowledge creative ability be improved and assurance be provided to build China to a creative nation.In this dissertation, according to the characteristics of intellectual resources, it is presented that human and organization are the true carrier of intellectual resources and human should be placed on the focus to be managed. It is presented that intellectual resources system of knowledge organization is a complex adaptive system. Organization intelligence emergence principle is presented, and the principle s pays more emphasis on the effect of intelligence sharing among persons in knowledge innovation, compared with knowledge innovation model of SECI by Ikujiro Nonaka.Knowledge organization intellectual resources management theory paradigm is constructed, taking knowledge system engineering as core theory. Based on the paradigm, knowledge organization intellectual resources system formation,operation and management mechanisms are given, i.e., intellectual resources formation and development mechanism, environment establishing mechanism, intelligence sharing mechanism, innovation motivation mechanism, and intelligence emergence adjustment and control management mechanism.In the study on the performance analysis, innovation capability evaluation and total management of intellectual resource system, fuzzy sets theory and analytic hierarchy process (AHP) are introduced, the model of fuzzy hierarchy analysis evaluation on knowledge innovation ability of knowledge organization is constructed, the knowledge organization intellectual resources evaluation index system focused on the knowledge innovation ability is given. Quantitatively analysis and evaluation are made on the case of knowledge organization.Combined with the nature of intellectual resources complexity, organization knowledge innovation capability performance management is studied with Metasynthesis.
