Regional planning is a public policy mechanism through which resources could be optimally allocated, and is therefore playing an increasingly important role in coordinating regional development. Traditional regional planning policy, which was based on planned economy model, overemphasizes the role of government, especially governments at higher level, which inevitably results in such problems as lack of unified policy actor and the difficulty in coordination. This has been the main problems in the effectiveness of regional planning. City-region development has become the major model for city clustering and development in the 21st century, and is challenged by many factors, such as natural resources, economic development and environmental and ecological protection. It is also a major channel by which regions with city-region realize coordinated development through regional planning policy.From the perspective of governance, this paper takes into consideration the spatial structure of city-region, and constructs a relationship between diversified and multi-level policy actors. With the use of policy analysis and drawing on the experience of good practices in Europe and America, the paper conducts a systematic study on policy actor, policy formulation, policy implementation and monitoring. by using the governance perspective. Major research includes:Δ Establishes the regional planning policy framework with interactions among government, enterprises and the general society.Δ Analyzes the interrelationship and mutual governance among policy actors in regional planning policy framework.Δ Studies the input-translation-output policy process, and analyzes the complete policy process including participative policy formulation, cooperative implementation and multi-level monitoring.Δ Analyses the multi-center spatial policy making structure in the city clusters along the Yangtze River Delta area, and constructs the regional planning policy featuring participative planning, agent implementation and multi-level monitoring.Major areas and organizational guarantee in regional planning of the city belt alongthe Yangtze River Delta are also documented.The research tries to contribute in the following aspects:A From the perspective of policy analysis, the paper establishes the policy frame which covers the whole process of regional planning from formulation to implementation, as well as assessment and monitoring. Therefore, it answers the question of how to formulate and carry forward regional planning and thereby enriches theoretical research in this area. Consequently, it provides guidance as to the practicality of regional planning for city clusters which go beyond administrative borders.A It breaks through the traditional restrictions in regional planning characterized by administrative mandate. The paper advocates a more participative and coordinated regional planning policy framework under the context of socialist market economy, in which government organs at different levels, enterprises and the general public participate and contribute.A The paper expounds the regional planning policy process with interrelated actors, examines the three key policy stages, namely, participative formulation, agent implementation, and multi-facet and dynamic assessment and monitoring, and proposes the administrative mechanism in which the government can try to promote regional planning and policy administration.A Based on policy research, the paper draws on the practices in the Yangtze River Delta area and conducts trial application of the policy process, with the aim of providing guidance and pilot experience to other regions of the country.
