Study Of Urban Public Leisure Service Standardization

Since initiating the reform and opening-up policy, the national leisure time has been increasing. We've entered a society where leisure is enjoyed by all and leisure activities have played important roles in people's daily life, which is epitomized in the urban leisure development. The leisure needs of the public depend on efficient supplies of various leisure services, so the government should fulfill its role. Of present urban leisure services, the business services provided by various leisure service industries are chief means to meet the demand for leisure of urban people and the tourists, while the public leisure services supported by government are apparently insufficient, which has a direct influence on the leisure life quality of the public. In a new historical period of building a moderately prosperous society in all respects, the goal of attaining human development in all respects has been set at a prominent strategic position. Leisure is the important way to promote human development in all respects, but the public leisure services are basic means to meet the public demand for leisure. Therefore, it has important and practical significance to study urban public leisure services. Under the guidance of abstraction method, this dissertation, with the concept of movement, systematically explores the content, the current situation, the standardization status, the standard-complex establishment and the standard implementation of urban public leisure services, etc., aiming at promoting the standardization of urban public leisure services, and then enhance the level of them, improve the urban leisure functions, and promote the harmonious development of cities.As a new field of urban public services, urban public leisure services are new requirements for city government functions in a new era. These requirements mainly include construction of public leisure environment, creation of public leisure space, improvement of public leisure facilities, development of various types of leisure education and leisure services direct to the public, etc.. However, a common problem in the current city development is that the public leisure services are inadequate. Instead of financial strain of city government, the main reason is the lag of philosophy and lack of standards. Therefore, in order to improve their level, it is urgent to strengthen the standardization of urban public leisure services. In our county, the standardization of urban public leisure services is in its beginning, so there are some unfavorable factors to be overcome such as the weak awareness of standardization of the government, lack of basic research and standardization personnel, etc. Belonging in the system engineering, the standardization of urban public leisure services must be guided by a scientific way—comprehensive standardization theory. It includes two steps:first, establish a standard-complex; second, implement the indicators of the standard-complex. It should be planned in accordance with some principles to form a framework of standard-complex, which consists of basic standards, standards of public leisure environment, standards of public leisure space, standards of public leisure facilities, leisure education standards, safety and health standards, service quality standards and service management standards, etc.. Formulating standards is the central task of establishing a standard-complex. To ensure the standard quality of urban public leisure services, the standard organizations must follow principles and requirements of formulation and strictly carry out the work according to the formulation procedure of national standards. Special attention should be paid to the validation of the draft standard and it should be improved through field verification to promote its applicability. At present, the implementation of urban public leisure service standards will be put on the agenda. The standard implementation should be carried out in accordence with the following steps: development of implementation plan, preparation for implementation, pre-implementation, full implementation, supervision and inspection, summarization and feedback. The third and fifth steps are especially important. After the release of urban public leisure service standards, pre-implementation should be carried out firstly. By summing up the lessons of the standard pilot, full implementation can be carried out. Effective supervision and inspection can make sure that the requirements of the standards are implemented. Through combination of State supervision, self-supervision and social supervision, meanwhile, various flexible methods of surveillance, effective supervision and inspection can be achieved.
