The Information Comprehension and Sharing are important topics in the information technology. In this paper, are studied the Information Sharing Technology (IST) and Information Active Content Services (IACS), especially Uniform Content Locator (UCL). The project is supported by the Foundation of National 863 Plan of China and the National Natural Science Foundation of China, and applied to the National Information Grid of China (NIGC).First, are discussed the obstacles of development of IST, the current situation and features of the three sharing technologies: WWW, Date Broadcasting, and Grid; elaborated the differences of the mass sharing, the energy sharing and the information sharing, and the relationship among them. So the theoretical architecture of the information sharing is introduced. At the same time, the model of the information sharing network is created, and its essential features are pointed out. By means of establishing the hierarchical structure of network information comprehension, we build the prime framework for the information service system with content comprehension.Secondly, the Huge Scale Parallel Broadcasting Technology (HSPBT) is introduced, and many concepts are brought forward in HSPBT, such as total-bandwidth, sub-bandwidth, prime channel, channel, group, multiplexing, etc. The hierarchical structure of Parallel Broadcasting is submitted, the model of tow-stage multiplexing is built, and the mechanism of multiplexing and carousel control is designed, which is based on the two-dimensional circular First-In First-Out (FIFO). The simulation with DVB-C network and Local Area Network (LAN) demonstrates the feasibility and validity of the technologies discussed above.In the third part, we focus on the key technology of Information Indexing Technology (IIT). The models of the Information Source Space (ISS) and the content classification in the ISS are discussed. And then the UCL vector in the Content Classification Space (CCS) is defined, which is the theoretical foundation of the design of UCL standard. The whole system of Date Broadcasting is drawn up, including UCL indexing, multimapping, transmission, UCL analysis, and the data flow stream control. The User Interest Spectrum (UIS) and user profile based on UCL are put forward, and validated through the experiments. Based on the research of the medium framework and the ontology of network information resource, the semantic maps are put forward, the method of UIS is studied, the conversion between the two kinds of UIS, one is based on the medium framework, the other based on the ontology is developed. The relationship and difference of the semantic web and UCL technology are analyzed; the standardization of UCL is discussed. According to the IEEE 1484 "the Technology Standardization of Contemporaneity Distance Education Resource", recommended by Distance Learning Technology Standards (DLTS), "Metadata and Transmission Protocol of Higher Education Resource" is submitted to the related committee. The protocol is important to the content indexing, transmission, and application of the higher education resource. And then "Metadata Framework of Network Information" is created, which is used in the content indexing, transmission, recognition, and application for the network information resource.After that, we emphasize the other key technology, which is Broadcasting Grid (BG). It is an excellent information sharing structure. In this part, the information source characteristics of BG are studied, and the heat concept of the information node is brought forward. According to the research, the thermal equilibrium equation of the information node is developed, the information gradient and its dynamic characteristics are studied, and the concept of mainstream node, as well as the judgment criterion, is establish in the information network. Then the framework, characteristics and key technologies of the grid are studied. The results of simulation provide the useful data for other different broadcasting grids.
