Based on strategic management theory,the thesis analyzes existing management problems and incentives and obstacles of management reform of Chinese competitive football sport through data collection,interviews,logic analysis methodology,systematic research and case analyses.In addition,the thesis discusses both internal and external environment of Chinese competitive football sport,probes into strategic management process of the sport in China, constructs a strategic management model for Chinese football,and studies development approach of Chinese football after the Beijing 2008 Olympic Games.Thesis viewpoints:The current management mode of Chinese competitive football sport is far away from the sport development trend under the transfer to the market economy.Ideas of competitive football management should be changed,and strategic problems should be found out.On the one hand,a long-term scientific development plan should be developed.On the other hand, the management ideas and mode should be refreshed.Competitive football sport is a complicated system.From the perspective of the career, Chinese competitive football features public organization.However,from the perspective from individual part,professional football sport,the core content of Chinese competitive football,features private organization.Therefore,management principles should not be the same.External drives of strategic management reform of Chinese competitive football sport include strong public demand,national need and world football sport development.Internal drives comprise Chinese political and economic institutional reforms,sports management institutional reform,the gap between backward football sport standard and public expectation, changes of internal environment of Chinese football,and football sport development.Obstacles of Chinese football management reform are divided into individual problems and organizational ones.Individual obstacles consist of anxieties caused by reform uncertainties, blocks and conflicts brought by those who have obtained benefits,contradictions between habits,values and the reform.Organizational obstacles involve organization habits, postponement caused by inactive participation of the authority,and idleness formed by bureaucracy.External development opportunities are available for Chinese competitive football sport,but the opportunities are not seized and external threats are not escaped.Football spot in China might have a bright future if the opportunities are made and threats escaped.In terms of internal environment,strategic level of Chinese football is still quite low,disadvantages overwhelm advantages,and the internal context is undesirable.The management needs to solve key problems and overcome shortcomings to push Chinese football sport.Without definite strategic outlooks or missions,suitable objectives,or "pyramid" strategies with clear-cut layers,Chinese football sport cannot develop.The development strategies should comply with essential disciplines of competitive football sport,self-development disciplines of competitive football,and development disciplines of the subjects of the sport.After the Beijing 2008 Olympic Games,Chinese competitive football sport should abide by the principles of "international views" and "Chinese approach".Chinese football sport aims at a more professional,industrial,popular,international,and normalized way.These development trends are related to each other,instead of independent,and advance and rely on each other.The professional objective makes players survive,industrial objective supplies resource,popular objectives lays a foundation,international objective promotes development, and normalized objective helps make the sport more standard.Conceptual innovation is prerequisite to management innovation of Chinese competitive football sport.It relates to the conceptual transfer from strategic planning to strategic management,the establishment of people-oriented management ideas and values and the concept of cultural football,the implementation of the four functions of Chinese competitive football sport,namely competition,profit,entertainment,and education,and the implementation of harmonious development and man and society.Institutional innovation is crucial to management reform of Chinese football.The governmental functions of competent authorities should be correctly positioned,football association should be changed to legal entities as soon as possible,current property right rules should be changed,and a multi-layered management system should be set up.At present,institutional system innovation of Chinese competitive football is under government instruction.Step-by-step reform is the principal way of Chinese football institutional innovation in the future,and proper leaping changes will propel and stimulate football development.Training system,tournament system,football culture and management system are keys to the success of Chinese football sports.Therefore,these key parts should be reconstructed and improved by the management under strategic guide.The uplift of training system and tournament system is a fundamental step to cultivate excellent football professionals,cultural context that is in line with Chinese football development strategies is pivotal to the implementation of planned strategies,and the establishment of a management system that is in accordance with both actual situations in China and evolvement discipline of competitive football sport will guarantee Chinese competitive football sport development.
