The Historical Investgation Of The Reform Of Competitive Sports System In China After The Reform And Opening-up

From 1978 to 2008,China's competitive sport system has stridden across 30 years.Under the demands of deepening the reform,it's one of the important issues in need of resolving for us to closely examine the history of competitive sport reform process,if we want to promote deepening of reform and ensure its sustainable and healthy development of China's competitive sport system.For this purpose this study,from the perspectives of research into the problem,used the study methods such as literature,historical analysis and comparative analysis,and combined interviewing the relevant leaders participating in the reform of China's competitive sport system,this study held the following viewpoints:In the planned economy period,based on rapidly improving sport levels and the goals and tasks of participating in international competitions, under the guidance of the idea of socialization,we improved and strengthened the competitive sport system formed under the planned economy by intensifying the structure and adjusting the function of the already existing system.After the entry to the market economy,the focus of the reform was to reform the system and transfer the mechanism according to establishing the competitive sport system and operational mechanism in line with the market economy.We started the practice of reform to construct a new system by the structural adjustment of the already existing system.After the entry to the 21st century,in order to ensure the successful host of Beijing Olympics,on one hand,the reform of competitive sport system focused on upholding and improving Nationwide System,on the other hand,by the improvement of the market economic system calling for reform, we comprehensively adjusted the pattern of interests,and further deepened reforms. In the past years the reform has firmly focused on enhancing the sport technical level,implementing the "Olympic strategy," realizing "earning glory for our country",at the same time,according to the ever-changing demands of the times,we made timely amendments to reform,which made the reform be in line with the overall reform of social requirements, accumulating valuable experience for building the athletic sports development model with Chinese characteristics and the characteristics of the times.However,in the course of reform,as we excessively concerned "gold medal strategy",in a sense,it exacerbated the inherent structural contradictions in China's sports undertaking,which also caused the reform practice deviate from the established reform objectives.In the course of deepening reform,the athletic sports target model and the evaluation criteria in guidance of gold medal lead to dependence on the already existing system,furthermore,the maintenance of the vested interests caused the deepening reform of competitive sports system to face adverse influences of unclear objectives,lack of reform momentum,the focus of actual work deviating from the reform and other factors.In concrete practice of reform,the cognition of professional reform,especially soccer professional reform,the reform of the association entities,as well as high-level college sports teams training system awareness directly impacted the process and direction of deepening the reform.In the process of deepening reform,my first propose is that we should reform from the start of the concept,replacing the simple concept of the gold medal with the concept of scientific development,and speed up such reforms as the economic system,the government management system, institutions reform,democracy and the legal system reform and so on, providing favorable environment for deepening reform.In the reform practice,we should make clear the strategic deployment,promote reforms pace by pace,making a breakthrough in focus on professional reform,the association entities,as well as high-level sports team reform, comprehensively bringing about and promoting the deepening of competitive sports reform.
