The thesis comprehensively applies urban sociology, community geography, innovation theory, new public management theory, urban economics and sustainable city theory in profound research on the theories and practices of urban community management. It unfolds as follows:I Definition of concepts related to urban community management. It defines concepts related to urban community such as community, urban community, management and administration. It discusses both foreign and domestic processes, classification and characteristics of community services. It analyzes the relationship between non-governmental organizations and community services. It expounds connotation, characteristics, principles and basic functions of community construction.II Foreign modes and practices of urban community management. It introduces in detail American community management mode based community center. With CDBG as an example, it analyzes American government's operational mechanism supporting communities. It introduces the practices of Westly Community. Then, it introduces administrative levels, organizational structure, expense origins and establishment standards of Singaporean community management. It also introduces Japanese community management mode based on regional centers and discusses new developments of Japanese community administration. In addition, it compares self-ruling mode, government-centered mode and blend mode in America, Singapore and Japan and proposes that we should learn from foreign modes, design appropriate management modes according to specific situations instead of simply copying foreign modes.III Domestic modes and practices of urban community management. It makes complete and profound analysis on community management mode and practices of Hangzhou, Tianjin and Shanghai. It concludes that their sameness is to design community management system according to their own features. They emphasize the party's and government's leadership role, emphasize the managerial frame of multiple managerial parts and emphasize marketing of community-related work. In order to implement indirect management of communities, the government should re-organize functions of related departments. As a result of systems, three modes of community management mentioned above still stay in the phase of evolving from government-centered mode to administration-together mode, do not belong to community self-governing mode of real sense yet.IV Governmental roles in urban community management. It reviews, comments and compares administration modes of marketing government, participating government, flexible government and liberal government whichare popular abroad in order to provide reference for Chinese government to fix roles in community management. It recalls changes of roles of Chinese government in community management and puts forward the roles of government - to lead and standardize with policies, invest with resources, manage indirectly, upgrade community's self-administration and cultivate non-governmental organizations.V System design of urban community management. It brings forward two guiding ideologies - harmonious society and scientific development. It constitutes seven principles to construct urban community management. It profoundly analyzes five factors - party organization, community management committee, owner committee, resident committee and property managing company. It constitutes the managerial system based on community management committee, owner committee, resident committee and property managing company.VI Authentic analysis on community management of Baibuting Garden in Wuhan. Based on the urban community management system, it completely and systematically analyzes community management of Baibuting Garden in Wuhan.
