With the widely extension of the traditional media such as newspaper, radio and television and the rapid popularization of the new media such as multimedia computer and internet, media play a more and more important role in the people's life. The research on media has grown to be a pop topic concerned in many subjects. The command of media has increasingly become a basic literacy of a modern citizen. Under this social cultural background, the curricular development of the primary schools and middle schools of the developed countries has increasingly concerned over the media education.In light of the difference of the definition on media literacy all over the world and the actuality of emphasizing the research and the education on the information literacy and neglecting those of media literacy, the paper thoroughly analyses the difference and the relation between media literacy and information literacy and tries to exploringly define the commutation of media literacy through the review of history and analysis of subject. In recent years, some scholars in the fields of public communication and educational technology begin to pay attention to the education on media literacy, but the depth and the width of the research urgently need expansion. The study holds that the education on media literacy should aim at cultivating the people's ability of reading all kinds of complicated media text, of reasoningly differentiate the media and the true and good information from the false and bad one in particular, and of pondering over the good and bad influences on people and on the youth in particular which are exerted by the media. Thus, a new generation grows who has a strong critical ability on media and adapts quickly to the complex environment of the information era with the characters of independent thinking, self-respect and self-discipline.Through the cross-subject research, the paper puts forward a theoretical outline on the analysis of curricular developmental orientation of media literacy, which is based on the theories of curriculum development and cultural theory of media. Guided by the outline, the paper carries an in-depth case analysis and a comparative study on the research and the curricular developmental orientation of media literacy. Through the analysis and study, the paper holds that various value orientations of the education on media literacy can be summed up by protectionism and empowerment. Based on it and with the actual condition in china, the paper designs an ideal developmental outline for the education of media literacy and suggests that the education on media literacy should be strengthened in all subjects in the primary school and junior schools and an independent subject on media literacy should be set in the senior school. All the practices should make good use of the freely creative room which is opened up by the experiment of the reform on curriculum and is wide in the region and the school-based curriculum and explore the practice of the education on media literacy. The study has been applied by the No.3 Middle School of Zhuhai.Meanwhile, the paper advances that the stuff of educational technology should take the new educational responsibility of media literacy, expand the working field and push a series of strategies on the development of media literacy in China.The study uses many researching methods such as literature study, content analysis, historical study, induction, case study, questionnaire, interview, comparative study and so on.
