In recent years, service learning which pay the emphasis on organizing students to actively participate in community service a to get learning and development in the service process, integrate service and student academic learning, and give specified time reflect on the service experience for the students; coordinate with primary, secondary and higher education institutions and community, contribute to the formation of civic responsibility is in the ascendant in the United States. Service learning has a fairly high enthusiasm in the first to the third level of the field of education, especially the third level education that the services of university study showing a rising trend, and continues to spread to other countries and regions. At present, in the United Kingdom, Ireland, Europe, Australia, Asia and Africa can see the mode of service learning, service learning styles gradually being adopted by educational institutions around the world, while the Research on service learning is also increasing breadth and depth.Higher education has three functions which include personnel training, science development and social service.Colleges and universities should combine the functions of personnel training and social services. Higher education in China should make educating people especially moral educating as the fundamental goal. Ideological and political education is the most important task of colleges and universities, who should be opened to the public education to train people to adapt to society, that combine the personnel training and service to the community. With the continuous development of society, in mass higher education, Ideological and political education which is faced with many new situations and new challenges should constantly study new situations and new problems, to absorb and learn from the advanced experience of the trend of the international development and innovation.In recent years, especially since the successful Olympic bid, voluntary service in China have made to flourish.Because of its effectiveness of ideological and political education,volunteer service which has been a social activity and the concept of social field, voluntary service have gradually been developed as an important way for college ideological and political education to college students. There are many problems and bottlenecks in the development of the students volunteer service, that need urgent long-term mode of exploration, service learning become as an important draw for the long-term pattern of the student volunteer service. Exploring the introduction of service learning in the ideological and political education is a breakthrough in the students' social practice volunteer service, and opened up a new field of research and practice of ideological and political education.At present, some universities began to try service learning into the ideological and political education, engaging in the practice and exploration of the ideological and political education and learning.
