21th century is a century of globalization, Science and technology will develop higher than ever. Weather will the human being destroy itself in the battle against each other or develop itself to new higher level in the civilized communication is decided by the result of the contest between the peace-loving persons and evil-pursuing ones. We should realize exchange in civilization replace the self-destruction. The "civilization dialogue" is the fruit of Imam Khomeini' s theory and practice.The both sides of man--material and spirit--decide that manhimself must deal with the relations between man and nature and the relations between man and God well. The former belongs to the material category, the later does to the spiritual category. Man can live without matter, at the same time, man can not develop without spirit. The development of man is a increasing process as man's acculturation increases. God is the public mind by which man can develop himself, so we say God creates man. Only the individual mind obeys the collective one, can man handle the relation between man and nature and the relation between man and God well. Man can develop himself. Only when we look it in above view, can we have more understanding and less prejudice to Imam Khomeini's vilayet-i Fiqh.Imam Khomeini's vilayet-i Fiqh theory bases on "the true Islam". In his view, "Islam is all", "the aim of Islam is to perfect and develop man". In Imam Khomeini's opinion, the reason of the crisis of the muslim world is the results deviating from the right direct way of Islam. Only the clear Islam can make man develop whole, one country earn complete independence andexterminate and dissolve corruption which can lead to man's own destruction. This reflected his disaster consciousness for the Iranian. It shows the disappear of the moral in Iranian modernization. At the same time, when we put the thoughts of Khomeini, Ketub and Maududi together, we can find the reasons of Islamism raising. The context corruption with the outer Imperialistic powers, he develops the anti-corruption theory. In the globalization age, the roots of corruption may come from both inner and outer. We can see Islamism is the response of the muslim world to the old colonial traditional value. They want to build their own national value, spirit on their traditions.On the governmental functions, Imam Khomeini gives his own view. In his vilayet-i Fiqh, the functions should include: Guarantee to implement the laws, Maintenance social order and prevent the anarchy appearing, "assure the unity of the Islamic umma", "liberate the Islamic homeland from occupation and penetration by the imperialists and their puppet governments", protect the Islamic territory safety and make the society development, Lead people along the right way. These exact functions make the discussion between the freedom and control by the states be omitted. The social chaos and disaster by complete freedom or all controlled by the states will be avoided.On the governmental form, Imam Khomeini gives the thoughts "enlightening" person, "developing man by political system", etc.. He hopes that the social development bases on the enlightening persons taking part in government in order to avoid corruption, Islamic government ensure the implement of the Islamic law and all social members are trained well in the government. This show Imam Khomeini's lawful thought and Iranian political modernization needs lawful building.As to the way how to set up the Islamic government, Imam Khomeini suggests the Islamic clerics should go out mosques, propagate the true Islam to the mass, train them in quantity and instruct them in action. He persuades the people not go to the court in order to abolish the corruption by the dictator government. This is his "civil disobedience" thought. It is by theIslamic clerics' right leading and the mass' active participation that the Islamic government is set up.
