Chinas expressway is always growing, its general scale stand at the front of the world. With the expressway network connected increasingly, the traffic flow rapidly rise, the complex operating environment and outstanding conflicts also appears, that bing much difficult to the expressway management. This paper studies the expressway emergency rescue system, the system is to take measures timely and efficient for traffic incidents. The system's aim is rapid response, reducing casualties and economic losses. Emergency rescue is an important part in the expressway management; it is the promotion of expressway's management Standardization and sustainable development.The study of the expressway emergency rescue system involved in a number of theories, such as the emergency management theory, disaster science, traffic safety theory, synergetics, system engineering and other complex theory. This paper analyzes the reasons for expressway incidents, describing the incidents'time, place, people, social impact and other characteristics in the text. All the incidents were classified and graded according to its state and severity. The whole progress of the expressway incident was analyzed, the regularity of expressway incident and the incidents'evolvement were discussed. We investigated the the injury, danger, pollution and congestion problems in the expressway incident, then we discussed the resources that needed for dealing with those problems for rescue. On this basis, the goals and tasks of the expressway rescue system were comformed, and the structure of the system was established. Everyone's duty in the work of various departments was defined in the paper, and a general process of expressway incident rescuing was given.According to achieve the aim of the rescue system, there are two most critical issues, which we have more in-depth research. First, in order to improve the system's response time, how to scientifically and efficient allocation the aid resources to enable all sections on the expressway could get rescue in a relatively short time. On each section, the number of incidents, the deaths, the casualties, the economic loss and other factors were considered to calculation the dangerous dgree. Because the rescue resources located in the different aid point in the nerwork, we must compute the distance between each of the aid point and the section, and find the best planning of aid points through models. Second, in the state of emergency, the rescue decision-maker in face of various situations, the incident's state always changing, how to make decision, and carry out rescue measures was most important. In the paper, we propose dynamic management for the rescue process control, that is adjusing the rescue program dynamicly according to the development of the incident.Finally, the paper propose the evaluation of the system, setting an index of the evaluation. All the related factors were quantified, and the index weight were determined. The evaluation model can smartly calvulate the service capabilities of the system by using multi-level fuzzy comprehensive evaluation method.The main creationary points of view in this paper are as follows:1) From the emergency point of view, we analyzed the statistical laws and process of the expressway incidents.2) In the paper propose an layout model of the rescue resources based on the system response time, the model can be used to calculate the best resources distribution under the different response time goal (eg.5min, 10min,15min,30min, 1h).3) We propose dynamic game model for rescue dicision making based on incomplete information. The model give a continuous sequence of multi-stage rescue program by analyzing the dynamic game process.4) We set the rescue services assessment model, it is the multi-level fuzzy comprehensive evaluation model, it is useful for the impersonal evaluation of every emergency rescue system.
