This thesis makes the systematic exploratory study on the environmental diplomacy theory on the basis of globalization, politicization, stabilization of environmental issues, the deterioration of domestic environmental status, the increment of environment renovation pressure, and that the diplomatic theory and practice of our country fails to pay enough attention to international and domestic environmental issues and makes service for domestic environment and development, the environmental diplomacy theory lags behind the environmental diplomacy practice, the domestic and foreign systematic study on environmental diplomacy theory and practice is limited and many other objective situations. On the purpose of proposing some countermeasures for the environmental diplomacy of our country through summarizing, utilizing and integrating the theories transdisciplinarily at a global view, the thesis tries to initiate the emergency of more relevant intensive and constructive research results.This thesis takes the environmental diplomacy as the prime concept, the environmental diplomacy, state environmental sovereignty, international environment relations as the three core concepts, globalization as the macro time background, environmental safety as the background at strategic level, climate diplomacy as the theme at practice level. This thesis adopted the historical analysis method, system analysis method, comparative analysis and positive method.The thesis is made up of introduction, text (eight chapters in all) and ending words. The logic study thread of the full text is global environmental problems– the comprehensive analysis of environmental diplomacy– history of world environmental diplomacy– the environmental diplomacy history and roles of various behavior subjects– environmental relations among countries– environmental order of the world– climate diplomacy– history and countermeasures of Chinese environmental diplomacy.The introduction part mainly reviews the domestic and foreign study status, hackles the core concepts and some important concepts. In particular, this part puts forward the comprehensive definition of environmental diplomacy and strengthens that environmental diplomacy covers the two levels of strategy and tactics.Chapter One analyzes the subject, object, form, classification, origin, realistic foundation, final target, law basis, guiding principle and the relationship between environmental diplomacy and traditional diplomacy.Chapter Two gives comments to the history of world environmental diplomacy. On the basis of three"Milestone"international environmental conferences, the history of world environmental diplomacy is divided into spontaneous period, the arisen period, deepening period and focal period. It also gives the judgment that"the deepening of north-south differences and divergences, the contradictions between sovereignty custom and the globalization features of environmental problems, the conflicts between international trade rules and international environmental law determines the long term and uncertain prospect of world environmental diplomacy".Chapter Three compares the environmental diplomacies and practices of America, UK, Japan and EU. Their diplomacy strategies, the evolution process of environmental diplomacy policy, the key points and trends of current policy are analyzed. After comparing their generalities and individualities and judging their roles in world environmental diplomacy, it is believed that America is the most powerful double dealer and challenger, the British is the pacemaker of climate diplomacy and low carbon economy, Japan is the pragmatist who utilizes the economic aid to carve out a way, EU is the"Balancer"and leader of world environmental order.Chapter Four analyzes the roles of developing countries and other international action subjects in environmental diplomacy. The historical achievements, limitation and dilemma, reform and development and practical role of developing countries, inter-governmental organizations (taking UN as the example), nongovernmental organizations, transnational corporations and European Green Parties are analyzed. The participation degree and importance of non-state actors becomes more and more unneglectable. However, they still can not be expected too highly.Chapter Five studies the relationship between environmental diplomacy and countries. This chapter analyzes the fundamental arguments of realism, liberalism and constructivism about international cooperation and international conflicts and international regimes, classifies the categories of environmental relations among countries, constructs the qualitative models of influencing variables of the environmental relations between two countries and elaborates environmental diplomacy's influence to the environment relations among countries.Chapter Six studies the environmental diplomacy and the construction of world order. It mainly takes globalization as the macro background and analyzes the relationship between environmental issues and globalization, the relationship between environmental diplomacy and"Green Trade Barrier"in order to clarify the relation between environmental diplomacy and world order construction. It is believed that the environmental diplomacy should get involved with trade and environmental issues. Bringing the latter into the category of environmental study and practice not only has the realistic rationality but also can richen the connotation of environmental diplomacy and promote its importance.Chapter Seven analyzes the global climate change problems from the aspect of environmental diplomacy. This chapter is the special chapter of empirical analysis of the full text. Through the analysis to the origin, disputes, defects and predicaments of global climate change which is the focal problem of global environmental diplomacy, the features of environmental issues globalization and environmental issues politicization are revealed; furthermore, through the analysis to the game process of many parties, how do the developed countries contest the leadership authority of international environmental relations, scramble for the market of low carbon economy to indicate the increasing and long term pressure of environmental issues politicization to economic and social sustainable development of China and the international image of China. This thesis believes that in the world climate diplomacy, EU is the undeniable leader, America is the powerful challenger, Japan is the pioneer in a dilemma and China is an active and promising participator. China should handle it actively and skillfully, promote the favorable and avoid the unfavorable. In addition, the Post-Kyoto Process Negotiations have the risk of breaking down.Chapter Eight focuses on Chinese environmental diplomacy history and countermeasures. It is the stay point of the full text. This chapter gives comments and describes the history of Chinese environmental diplomacy, summarizes relevant achievements, analyzes the facing challenges and then proposes eight principles, systematic thinking and priority suggestions that the Chinese environmental diplomacy should follow.The Ending Words part gives a summary of the main study conclusions and views of the whole text and proposes the important and difficult problems which need and deserve to be further studied.
