The chlor alkali chemical industry is an important basic raw material industries in our country, is the traditional industry of resource conversion. Chlor alkali products are widely used in various important sectors of the national economy, plays an important role in the development of national economy. Under the promotion of the sustained and rapid economic development in Xinjiang, Xinjiang chlor alkali chemical industry has made rapid development, industrial competitiveness, technology and other aspects have great progress, but there are still serious environmental pollution, low utilization rate of resources, technological innovation capability is not strong, the product structure is not reasonable and market competitiveness weak and many other issues. The extensive mode of economic development has not fundamentally changed, high input, high consumption, high emissions, high pollution problems are very prominent. How to ensure the sustainable development of chlor alkali industry has become a major strategic issue of Xinjiang chlor alkali industry is urgent. Therefore, vigorously develop the circular economy and realize the Xinjiang chlor alkali chemical industry ecology transformation has become the chlor alkali industry of Xinjiang an urgent and very important development strategy of. Realize the transformation of Xinjiang chlor alkali chemical industry ecology, the construction of environmentally friendly, resource-saving industries is the main direction of Xinjiang chlor alkali chemical industry development. In order to promote the development of circular economy of Xinjiang chlor alkali chemical industry to assess its ecological construction and transformation and upgrading, need to use scientific methods to carry out a comprehensive evaluation, for the Xinjiang local government and industrial development to provide scientific basis for decision making.Eco-efficiency is usually expressed to provide to meet the needs of society and improve the quality of human life and the competitive pricing of goods and services. At the same time, throughout the life cycle of the intensity of resources and ecological impact gradually reduced to and the earth will be able to support consistent ability level. Its core idea is to lower resource consumption and less polluting emissions produced high quality products, in terms of the chlor alkali chemical industry in Xinjiang is required enterprises in the industry in the production process, using less energy and resources, production as much as possible products, at the same time, the environmental impact of small to achieve win-win of environmental and economic benefits, and finally realize the sustainable development of chlor alkali chemical industry in Xinjiang.The our country chlor alkali chemical industry circular economy demonstration enterprises- Xinjiang Tianye as sample, combined with actual situation of Xinjiang chlor alkali chemical industry, discusses the connotation of eco efficiency in chlor alkali chemical industry in Xinjiang. To enterprises as the core from industrial chains, material flow and symbiosis network analysis from the perspective of the Xinjiang Tianye cyclic model, the establishment of the Xinjiang Tianye ecological efficiency measurement model and influence factors analysis model, the scientific evaluation of the Xinjiang Tianye ecological efficiency, based on proposed Xinjiang chlor alkali chemical industry eco efficiency in the path of ascension.The research mainly from the following aspects to carry out and get the following conclusions:(1) the mode of circular economy in Xinjiang Tianye is still extensive management brought the waste of resources, the use of polluting enterprises to control pollution, caused by carbide slag, salt mud and coke powder recycling degree is low, enterprise pollutant emissions superposition in the industrial chain, is the main Xinjiang Tianye pollution;(2) Xinjiang Tianye ecological efficiency is generally not high, and showed a rising trend in fluctuation; although the scale efficiency to a certain extent affected the Xinjiang Tianye ecological efficiency improvement, but enhance the pure technical efficiency is an important measure to improve the eco efficiency of Xinjiang Tianye; Xinjiang Tianye ecological efficiency improvement the analysis shows that Xinjiang Tianye still exists serious input crowding and shortage of output, namely Xinjiang Tianye still has a large energy saving Emission reduction potential;(3) in Xinjiang Tianye the enterprise management level, industrial symbiotic body, local government management, ecological culture and market factors on eco efficiency of Xinjiang Tianye all have different degree of positive role. From the impact of the level of analysis, the level of enterprise management, industrial symbiosis, the most obvious impact of the two types of factors. However, in the external environment of ecological culture and market factors on eco efficiency of Xinjiang Tianye both impact strength and the level of significance is not ideal;(4) the stability of Xinjiang Tianye circular economy industrial chain of eco efficiency has a significant positive effect. The management level of enterprises within the Xinjiang Tianye, industrial symbiosis body, local government management, ecological culture and market factors have different degrees of positive influence on the stability of Xinjiang Tianye circular economy industrial chain. The influence of local government on the stability of circular economy industrial chain at the 1% level is significant, indicating that the local government in the process of promoting the development of circular economy in Xinjiang Tianye plays a key role, the local government financial funds to support and preferential tax policy to Xinjiang day industry circulation economic transformation and upgrade is particularly important.
