With the sustained and rapid economic growth, the economic and social development and resource endowments, environmental carrying capacity appears serious imbalance in China. Environmental problems occurred in the process of industrialization in developed countries during the period of one hundred years of industrialization, which appeared in the period of China’s rapid development for more than 20 years, and the problems of the forest product industry in Heilongjiang Province is particularly prominent. At present, the forest resources are exhausted in Xing’anling Mountain, and the economy and ecology are on the verge of crisis. Since April 01,2014, Heilongjiang Province Daxing’an Mountains and Xiaoxing’an Mountains ecological function areas begin to implement "Cutting Stop" policy, the area of the forest product industry enterprise management facing crisis of survival. Forestry development at home and abroad experience shows that simply the development of forest product industry or is simply to protect forest resources will not realize the long-term stability of the forestry ecological system. Eco-industrial chain is the basis of imitating natural ecological system, which emphasizes the establishment of mutual benefit between enterprises through material exchange, information exchange and resource sharing, so as to maximize the utilization efficiency of resources and energy, and realize the sustainable development of industry. So constructing forest product industry eco-industrial chain is the key link to realize the development of industrial ecology, and is also an important means to coordinate the ecological protection and industrial development.Therefore, this paper explore the effective means evolution mechanism and evaluation of forest product industry eco-industrial chain, verify the evolution model of influencing factors on the basis of survey data of forestry industrial enterprises in Heilongjiang Province, evaluate and analyze industry efficiency and enterprise efficiency change in the evolution process of forest product industry eco-industrial chain in Heilongjiang Province, put forward countermeasures according analysis and evaluation results in order to provide guidance, strategy and industrial development policy for the local government.First of all, on the basis of the analysis of the domestic and foreign literatures, guide by circular economy theory, industrial symbiosis theory, self-organization theory and evolutionary game theory, defined the content and scope of forest product industry eco-industrial chain and the effectiveness. A theoretical analysis framework of evolution mechanism is constructed. It’s pointed out that the process of eco-industry chain evolution process is the process of the efficiency improvement, and the forest product industry eco-industrial chain evolution is affected by many factors, including the main factors and the external environmental factors. The research focus is on the driving mechanism and development model and stability of eco-industry chain.Secondly, according to the theoretical analysis framework of evolution mechanism, analyze the power and resistance to the formation of ecological forest product industry chain, discusses its formation mechanism. Explain the driving mechanism and driving mechanism of eco-industrial chain evolution, and discuss the driving mechanism. Analyze that the relationship between the industrial chain node enterprises and the symbiosis mechanism. On the basis of this, the evolution conditions and process of the industrial chain are described. Analyze the evolution of forest product industry eco-industrial chain mechanism of the affecting factors and put forward the hypothesis of the evolution mechanism model. Using the model to analyze the evolution mechanism of the evolution process, the forest industry eco industrial chain evolution is divided into four stages of evolution (Formation Stage, Growth Stage, Mature Stage and Evolutionary Stage). Taking the five domestic forestry industry base as an example, analyze the development mode of forestry industry base and foundation. Summarize three types of ecological industry chain (Single Eco-industrial Chain, Eco-industrial Park and Virtual Symbiotic Network). Using dynamic game model analyze the stability of forest product industry eco-industrial chain, put forward that the scale benefit, agglomeration effect and external economy is an effective strategy to maintain forest product industry eco-industrial chain evolution stability.Again, through collecting and sorting out the related literature at home and abroad, determine to verify the analytical scale, carry out of Heilongjiang Province forest product industry eco-industrial chain evolution of questionnaire survey, carry on reliability analysis and validity analysis of the questionnaire survey data, fit and correct and explain the structural equation model. From the results of hypothesis testing, the survey data support the most theoretical hypothesis of forest product industry eco-industrial chain evolution mechanism theory model. Construct efficiency evaluation index system of forest product industry eco-industrial chain from economic efficiency and ecological efficiency, extract the key factors which influenc forest product industry eco-industrial chain evolution as environment variables. Use 3-stage DEA evaluation model to eliminate the environmental factors and random errors. From the view of time series analysis and cross section data analysis, on the industrial efficiency of forestry industry in Heilongjiang Province during 2004-2014 and enterprise efficiency evaluation in 2013. The evaluation results show the trend of the evolution of Heilongjiang Province forest product industry eco-industrial chain economic efficiency and ecological efficiency in different industries, and the average level of efficiency of enterprises in different organizational forms. The evaluation results provide lots of useful reference for formulating forest product industry eco-industrial chain evolution strategy.Finally, design three high level development mode of industrial chain, combining with the realistic foundation of forestry industry in Heilongjiang Province (Enterprise Alliance Symbiosis Network, Energy Supply Symbiosis Network and Industry Symbiosis Network). Put forward some countermeasures and suggestions to promote the development of eco-industrial chain in Heilongjiang Province, through promoting created value ability of the enterprise, building the industrial chain evolution policy guarantee system, expanding the ecological industry chain timber resource supply way and improving the industrial development hard environment.
