Study Of Cultivated Land Use Transition Impact On Agriculture Economic Growth Quality In Poor Mountainous Areas Of Western Hubei

Since the reform and opening up, the rapid development of industrialization and urbanization has promote economic growth increased significantly in poor mountain areas of China. With the situation of workers migrant to the city and large numbers of young labor loss, the poor mountain areas’ cultivated land faced many problems:large areas were abandoned by construction land, quality declined,and coupled with poor situation of mountain farmland, terrain conditions and diverse constraints, has hindered the effective using of cultivated land resources and agricultural economic sustainable development of poor mountainous areas seriously, which constantly promote the rapid transition of economic development and pay attention to the agricultural economic growth quality. Cultivated land as the basic condition and resource for the development of agriculture, land use transition and gricultural economic growth quality usually have a corresponding stage of development, and has a strong interacted relationship, the development of gricultural economic growth quality affects the transition of land use, land use transition in turn affects the development of gricultural economic growth quality, and rational utilization of cultivated land use transition is an effective way to promote the quality of agricultural economic growth. So study the influence of cultivated land transition to agricultural economic development in poor mountain areas has important theoretical and practical significance for the sustainable development of urban and rural integration.Based on the research at home and abroad, the transition of cultivated land use and economic growth quality’s concept and connotation are summarized, and analyzed the land use transition theory influenced on agricultural economic growth quality, use scenario analysis method to set a variety of assumptions affect situation. By constructing the evaluation index system to measure the land use transition condition, and using the DEA-Malmquist method to measure the quality of the agricultural economic growth, using the panel data analysis model, and take the 1995,2000,2005, 2010,2013 as study period, the influence on land use transition to agricultural economic growth quality are studied.And put forward to the development path of agricultural economic growth according to the quality of the effects.The main achievements and the main conclusions of this study are as follows:(1)From the perspective of morphological changes defines the concept and connotation of land use transition. The land use transition relates to the change in the timing of land use form. It corresponds to the concept derived from the social transition of economic development, which is different from the traditional land use change, besides the changes in the number and space distribution, more emphasis on the comprehensive effect of the functional level, which is a more comprehensive concept, can reflect the development of human needs. The morphological change from the perspective of land use transition can be divided into space transition and function transition, and function transition consists of three aspects of crop production and living services, ecological protection, space transition consists of two aspects of space distribution and change in amount.(2) The transition of cultivated land use in 16 poor counties of Western Hubei have measured and analyzed. At the aspect of land use transition, in 1995-201316 poor counties of Western Hubei showing a characteristic of fluctuating variation, for Zhuxi> Changyang、Zigui and Yunxian, their cultivated land use transition take placed more significantly, other counties in a balanced development situation. From 1995 to 2005, land use transition of Zigui、 Zhuxi and Changyang county take palced significantly, From 2005 to 2010, Zhuxi, Yun, Enshi’s land use transition developed relative obvious; from 2010 to 2013, Changyang、Zhuxi、Zhushan and Yunxian’s land use transition developed in a higher degree. At the aspect of land use spatial transition, the 16 counties in western Hubei showing a characteristic of north higher than the south. And Zhuxi county land use transition at the most significant situation, which’s transition value achieved 1.812; Changyang and Zigui’s land use transition in a higher level, transition values achieved 1.232 and 0.914, mainly distribute in the eastern part of the Wuling mountain area. The lower grades of Yunxian and Zhushan county located in central region of Qin Ba mountain area, transition value achieved 0.801 and 0.643. Other counties are in the lowest level, mainly distributed in the Wuling mountains.(3)At the aspect of evolution of the dynamic quality of agricultural economic growth, changes in agricultural economic growth quality fluctuated, they all achieved 1.3, showed that in the study period, the agricultural economic growth quality of Hubei 16 counties is in good conditions. Technical efficiency showed an inverted U curve in the 2000-2010 period, the technical efficiency have good development, but the improvement is not obvious; technical progress is greater than 1, showed a decreasing trend of sustainable development. In spatial distribution, in addition to Xuan"en county for 1.427, other counties were above 1.5, the highest score of Laifeng and Changyang were 1.792 and 1.759, mainly distributed in Wuling Mountain region with lower scores, and counties present uniform distribute in the mountains of Wuling and Qinba mountainous area.(4) The action mechanism of land use transition affect the quality of agricultural economic growth are analysised, and 12 scenarios are constructed on land use transition effects mountain agricultural economic growth quality. In a certain period of time, with the improvement of technical efficiency and technical progress, the transition of cultivated land function mainly contain three aspects of production, life and ecology. And function affects the quality of agricultural economic growth mainly from the spatial form and number distribution. And in the long-term, referring to the law of diminishing land returns that by the classical law generally recognized, and land use transition as a certain land, it will appear the same corner of diminishing, therefore when the cultivated land transition of function and space reaches a certain stage, effect to the agricultural economic growth quality utility will appear diminishing marginal utility. Based on the impact of scenario analysis, set up variety scenarios of land use transition effects to agricultural economic growth quality in mountain areas, which can be divided into positive, negative, positive and negative above 3 major categories and 12 kinds situations.(5) The effect of cultivated land use transition on agricultural economic growth quality of 16 counties in western Hubei were carried out, and the influence mechanism was verified.Cultivated land function transition effect on the quality of agricultural economic growth have different utility of positive and negative. Yunxi, Zhushan, Fang xian, Danjiangkou, Zigui, Changyang, Enshi, Jianshi, Badong and Laifeng county have the positive utility, and the maximum utility is 0.5190 of Yunxi,and the minimum utility is 0.0070 of Badong. Yunxian, Zhuxi, Lichuan, Xuanen, Xianfeng and Hefeng county have the negative utility, which Yun xian and Lichuan are relatively higher.There also have positive and negative utility of cultivated land spatial transition impact on agricultural economic growth quality. Yun xian, Yunxi, Zhushan, Danjiangkou, Zigui, Enshi, Badong and Xianfeng county have the positive utility, Yunxi county achieved 0.5272, Dan Jiangkou is in a minimum value of 0.0054. Zhuxi, Fang xian, Changyang, Lichuan, Jianshi, Xuanen, Laifeng and Hefeng have the negative utility, and the maximum utility is 0.2370 of Laifeng.At the same time, through the empirical study also found that cultivated land use transition has different influence on agricultural economic growth quality, and the positive and negative effects are objectively, which verify the correctness of the analysis of mechanism. In the scenario, the total 16 counties showed 7 scenarios. With scenario 1 of Yunxi> Zhushan, Enshi, Badong; with scenario 2 of Dan jiangkou and Zigui; with scenario 4 of only Lichuan; with 5 scenarios of Zhuxi, Xuanen, Hefeng county; with scenario 8 of Yunxian and Xianfeng, with 11 of the scenarios is Fang xian and Laifeng.(6) For different counties, from effect of cultivated land use transition on agricultural economic growth quality, according to the impact of technical efficiency and technical progress, put forward different development path of agricultural economic growth quality. Fangxian, Changyang, Jianshi and Laifeng county should attach importance to function transition of cultivated land to enhance the development of agricultural economic growth quality. Yunxian and Xianfeng county should from the function transition of cultivated land. Yunxi, Zhushan, Danjiangkou, Zigui, Enshi, Badong, Zhuxi, Lichuan, Xuanen and Hefeng county should both attach importance to function transition and space transition to improve the quality of economic growth. According to the different path of development, also put forward the concrete development suggestions.The innovation of this paper includes the following two aspects:First, for the problems of there is no unified definition of land use transition, from the perspective of morphology change defines the cultivated land use transition, proposed opinion of land use transition contains cultivated land spatial transition and cultivated land function transition, and space contains number changes and spatial patterns changes, and function contains the function forms of crop production, the protection of life and function of protect the ecological.To a certain extent, the research enriches the connotation of the cultivated land use transition. Second, for the lack of land use transition affecting the agricultural economic growth quality, based on the law of diminishing marginal returns of land, from the short term and long term analysis the cultivated land use transition impact on agricultural economic growth quality,and in the short term there has a promote utility, and for the long term,there has the law of diminishing marginal utility, which expanding the mechanism of cultivated land use transition to the agricultural economy growth quality.
