The reform of power industry had completed three tasks, the separation of enterprise from administration, power plants separated from electric network, and the separation assistant industry from the main industry. Then the next step is to introduce competitive mechanisms in the power retail side, open the electricity allocation market to social capital, and unlimite generation scheduling but non-profit and the regulatory power. The power retail market is less monopolistic, which atracts much more attention from the government and expert researchers. The power trading model in an open retail market inherits the top requirements of electric power industry reform, and it is one of the most important components of the whole market system. Startin with the new electric power reform policy, this paper studies the operation mechanism of the new power market, adopt the comprehensive evaluation model to evaluate the access of multi-stakeholders, establish benefir analysis models to analyze the economic behavior of the power grid, the power generation and the power retailer.Based on the new power reform policy, this paper studies the open electricity-sales market from the aspects of principle, opening market and power-sold side, and analyzes the difference between bilateral trade and the centralized trade. This paper set up the framework of the new power market, and then characterizes the contract market across two dimensions. The electritc spot market and ancillary services market can be divided into four levels:the monthly bidding market, the day-ahead market, the real-time market and the ancillary services market. Next, the paper made more analysis on the operation mechanism, transaction mechanism, the power price price-fixing method and related inssues.The entry system for power multi-stakeholders is the foundation of electric power reform. From the aspects of generator and consumer, this paper confirmed the access conditions of the different power transaction subjects. This paper used AHP and entropy method to endow authority for each index, used the comprehensive evaluation model to evaluate qualification of the generator, the large consumer and the power retailer. Then, considering the capacity of the market, choose the appropriate enterprises to participate in the power transaction based on the evaluation result.With the opening of the power retail market, power gird enterprise has changed to a service enterprise. As a transmission & distribution company, the power gird maintain the income form transmission and distribution power. And related to this, this paper constructed transmission and distribution evaluation model to calculate the power transmission and distribution cost, and simulate the benefit change after electric pwoer reform. From another aspect, as a power seller, power grid can participate in the competitive power retail market. As these two roles of power grid this paper constructed a benefir analysis model to study the price support issuse for resident power consumption.In the open electricity-sales market, the generator will directly deal with the power retailer. This paper studied the profit of the generator in two circumstances, which including the one-to-one circumstance and the more-to-one circumstance. As for the one-to-one transaction mode, the paper studied the generators’ bidding strategy based on the Zeuthen strategy model. As for the more-to-one transaction mode, the paper studied the generators’ bidding strategy based on the average competitor method and the Bayesian Nash equilibrium.With the opening of electricity-sales market, as the intermediary agency between power consumer and power generator, the power retailer has become a crucial part for all upstream and downstream firms. This paper set the power retailer can use the Stackelberg model to simualte the influence of the power retailer league, and use the Shapley value to study the profit distribution strategy between the power sellers in the league. On the other hand, the precision of the load forecast has a significant impact on the power retailer’s earnings. The paper set a maketing environment with several retailers, and then simulated the power retailer’s profits variation under the circumenstance multi-player games, at last measures the extra cost when the load precision is inaccurate.
