Study On Regional Land Remediation Mode Under The Background Of Urban And Rural Coordination

Land is an important resource and material guarantee required by human survival and development. With China’s rapid economic growth, enhancing urbanization level and increase population, the contradiction between land and people becomes increasing prominent. To improve such contradiction, ensure food security, rapid and healthy economic growth, and achieve coordinated urban and rural development, the country has proposed land remediation. Research on regional land remediation and mode of land remediation has important theoretical value to enrich basic studies of relevant land remediation theories, and provide rational basis for the scientific development of land remediation; it also has a certain practical significance in terms of ensuring grain security, and achieving good rural production and living environment. Currently, despite a lot of practice on land remediation has been carried out, theoretical research on land remediation and mode of land remediation is still in the initial and exploratory stage. Based on systematic summarization of land remediation and land remediation mode studies, this paper has made in-depth exploration on land remediation modes of Jiangsu Province under the guidance of man-land relations theory, theory of optimal allocation of land resources, ecological theory, economic theory, regional differences theory, urban and rural planning theory and sustainable development theory; taking the High-tech District of Suzhou, Jiangsu as an example, empirical analysis and comprehensive evaluation on the above theory have been made. This paper consists of nine chapters and the main contents are as follows:Chapter One is the introduction. It introduces the background and significance of thesis topic selection and carries out analysis, conclusion and review on related study progress both at home and abroad; on this basis, the goal of this study, main research contents and technical approaches are proposed.Chapter Two is the theoretical basis of land remediation and research. This chapter mainly outlines the concept and meaning of land remediation and mode of land remediation, analyzes the design ideas of various programs of land remediation modes, conducts interactive analysis on land remediation and urban and rural coordination and expounds the relationship between land remediation and urban and rural coordination, and expatiates on the theoretical basis of this study.Chapter Three focuses on regional overview and land use issues. It introduces the natural and geographical conditions and socio-economic characteristics of Jiangsu Province, and makes a preliminary description of the province’s current land-use characteristics and status, expatiating the status of divided land remediation in Jiangsu Province.Chapter Four is the agriculture development-based land remediation mode. This chapter firstly reviews the status-quo of agricultural development in Jiangsu Province; in the context of good agricultural and rural economy and improved rural labor employment situation in the province, it analyzes changes of Jiangsu agricultural development in recent years. This chapter expatriates on the needs of agricultural development of land use. In light of the provincial land remediation objectives, considering natural, economic and land use factors, this paper divides Jiangsu land remediation into six major areas, namely, Taihu lake plain land remediation area, river plain land remediation area, Ningzhenyang hilly land remediation area, Lixiahe plain land remediation area and Xuhuai plain land remediation area, proposes corresponding land remediation modes as well as the fund arrangement priority.Chapter Five is the land remediation mode based on ecological environment. This paper starts from the ecological environment in Jiangsu to reflect fluctuations of ecological system service value through land use changes and land remediation situation. It also makes analysis on landscape ecological effects of the province’s land remediation by means of landscape deviation, diversity and dominance calculation. At the same time, according to land ecological function zoning of Jiangsu Province, it combines the type, status and problems of eco-system to propose the land remediation mode for each ecological function area.Chapter Six is the land remediation mode based on urban and rural development. It carries out evaluation on Jiangsu’s urban and rural development under the principles; the entire evaluation consists of an objective layer, two system layers, six control layers and thirty indicator layers, which characterize the degree of urban and rural coordination in Jiangsu through comprehensive indicators in this regard. According to the results, the degree of urban and rural coordination at municipal level is divided into:area with high urban and rural development degree, area with relatively high urban and rural coordination degree, area with medium urban and rural coordination degree and area with low urban and rural coordination degree; at county level, it is divided into area with high rural comprehensive development level, area with relatively high rural comprehensive development level, area with medium rural comprehensive development level and area with low rural comprehensive development level. In combination with the spatial differences in Jiangsu Province, this chapter puts forward the land remediation mode in the context of urban and rural development, including:land remediation mode suitable for urban development, land remediation mode of infrastructure improvement, land remediation mode of man-land relationship coordination, and land remediation mode of modern agricultural development.Chapter Seven is regional land remediation model evaluation under the background of urban and rural coordination. It mainly carries out empirical evaluation and analysis on abandoned area in Suzhou Hi-tech District to reflect the comprehensive effect of regional land remediation mode. The land remediation mode of High-tech District is Taihu Lake river city network urban development land remediation mode; on the basis of constructing High-tech District land remediation mode comprehensive evaluation index system, carry out comprehensive evaluation on high-tech land remediation model; the calculation results show that the comprehensive evaluation results of the land remediation mode in this district is "generally successful", indicating most work and tasks have been completed, basically reaching the expected benefits and impact.Chapter Eight is policy proposals for land remediation. It proposes security management measures for land remediation mode in Jiangsu Province. Among them, security management measures are mainly carried out in terms of legal protection, administrative protection and financial security, policy proposals, including management means of urban and rural coordination and land remediation mode optimization, strengthening open and dynamic construction of land remediation mode.Chapter Nine is main conclusions and research prospects. It summarizes the main conclusions and innovative points of this paper and raises prospects of the next stage study.In summary, the main innovative points of this paper are: ①systematically summarizes and develops theory and approaches of regional land remediation mode study; integrating the development of land remediation and land remediation mode both at home and abroad and combining with China’s reality, the concepts of land remediation and land remediation mode have been proposed, providing some reference to the study of land remediation; ②based on agricultural development, ecological environment, urban and rural development, detailed analysis has been made on regional land remediation mode, and the methodology of land remediation mode research and classification program has been initially improved, providing references to the building of land remediation mode methodology; ③the typical regional land remediation mode evaluation index system has been constructed to carry out qualitative analysis and quantitative evaluation on land remediation mode of Suzhou Hi-tech District, reflecting the combined effect of land remediation mode and providing real reference for its scientific development.
