Research On Sustainable Development Of The Growing Resource-based City

The resource-based cities are highly dependent on the exploitation and utilization of natural resources. With the exploitation of natural resources, the growing resource-based cities generally experience a period of formation, growth, maturity and decline. In the past, the research of resource-based cities mainly focused on the economic transformation of the mature period and the decline period, while the research on the growing of the resource-based cities is less. The growing resource-based cities presented in the article are made of the growth and mature front period of the resource-based cities. From the perspective of growth and continuity, this article comes up with indices on quantitative category and demarcation of growing resource-based cities. For the demarcation of growing resource-based cities, the growth rate of production speed P is over five percent for five years.The growing resource-based cities are in the stage of high accumulation and high growth. To prevent the phenomenon of "mine exhaust and the city failure ", we should build a perfect system and plan for the development path in the growth and mature front period. The transformation of the growing resource-based cities should be based on the current conditions and advantages. The growing resource-based cities should focus early on capital and talent to foster continuous industries and alternative industries, and ultimately open up a sustainable development path which does not rely on the resources.This paper attempts to study the Diqing State in Yunnan as an example. On the basis of the research data and results in literatures correlated with sustainable development of resource-based cities both home and abroad, this article systematically garners and deploys various data on population, consumption, scientific research, education, resources, environmental protection, and so on. By constructing integrated evaluation index system on sustainable development in Diqing state and calculating composite index on sustainable development, it draws to a conclusion that Diqing State has relatively sustainable development capacity with crawling dropping tendency in sustainable capacity. Data shows that environmental index showed a significant downward trend. Therefore, the ecological environment index had the biggest influence to the sustainable capacity.By constructing a model of system dynamics and examining the authenticity and validity of the model from 2004 to 2020, it can simulate Diqing State sustainable development path. By means of analyzing the development direction of Diqing State in each industry, we could take the economic and environmental protection coordinated development model, and develop vigorously a variety of alternative industries and substitute industries. By trying hard to cultivate the four pillar industries of mineral, hydropower, biological and tourism, we can realize the sustainable development of Diqing economic industries. And thereby can form a reference role on the development of the growing resource-based cities.
