| Along with the increasing of the resources bottleneck constraints on economic growth,human choose to develop renewable resources industry to take over the raw resource,such as the mineral resources which is necessary to subsist and develop.This is a beneficial attempt of human to comply with the concept of sustainable development, take the initiative to limit its own demand for resources, and actively adapted to resources and environment carrying capacity. For our country, resource bottleneck and the ecological environment are still the major challenges of China’s economic growth. Facing the grim situation, the CPC’s 18 th national congress has made comprehensive deployment on ecological civilization construction in 2013, which clearly claimed to incorporate the construction of ecological civilization into the economic construction, political construction, cultural construction and social construction, and accelerate the development of resource saving and environment friendly society. As an important national resource strategy, the development of the renewable resources industry is an important strategic point for effectively protecting environment, alleviating environment pollution and ecological destruction of the context of constructing ecological civilization in China.Following the writing logic of "basic research--empirical research--policy mechanism and countermeasures", by integrated using of the methods of stochastic frontier, panel regression, Laspeyres index and game theory, this article studied the effect of economic growth and energy saving space of the substitution of renewable resources industry in China, and the policy mechanism design of renewable resources industry development, etc. This Paper includes nine chapters, Chapter 1 for the introduction, Chapter 2 for the basic theory and related literature review, Chapter 3 for an empirical analysis of the impact of the substitution of renewable resources industries on the quality of the regional economic growth, Chapter 4 for the analysis of how does the substitution of renewable resources industries influence the the regional energy saving space, Chapter 5 for the consistency measurement between the substitution of renewable resources industries with the energy-saving space, and how does the consistency index influence the quality of economic growth, Chapter 6 for the renewable resources industry development policy mechanism design 1: government financial subsidies optimization mechanism, Chapter 7 for the renewable resources industry development policy mechanism design 2: recycling deposit refund mechanism, Chapter 8 for the renewable resources industry development policy mechanism design 3: recycling enterprise contract incentive mechanism, and Chapter 9 for the research conclusion and prospect.Used panel data of 21 provincial units in China during 2005-2012, based on the random boundary panel production model to measure the quality of China’s regional economic growth; By the statistical observation of the empirical reality, proposed the hypothesis of relationship of inverted "U" curve between the substitution of renewable resources industry and the economic growth quality, and then tested the effect of the substitution of renewable resources industry on the quality of economic growth by system GMM estimation method. Used random boundary panel production function,this paper measured the area energy consumption efficiency in our country, and then calculated the regional energy saving space separately from the amount and rate; Built the state distribution map of energy saving space and renewable resources industry development, and divided into four kinds of condition combination(HH, LH, HL and LL),according to the two dimensions values; Used SYS GMM and DIF-GMM estimation methods to identify the relationship between the energy saving space and development level of renewable resources industry in China,and empirically researched how does the substitution of renewable resources industries influence the the regional energy saving space. Calculate and evaluate the consistency index of the substitution of renewable resources industries and energy-saving space; with the panel data of 21 provincial units in China during 2005-2012 as samples, respectively used the parameter estimation method such as SYS-GMM, dynamic POLS and FE, static FE and POLS, and static RE to test the influence of consistency index on the quality of the regional economic growth in China. Based on game theory and the theory of incentive contracts, the paper put forward three policy mechanisms to promote the development of renewable resources industry in our country: government financial subsidies optimization mechanism, recycling deposit refund mechanism and recycling enterprise contract incentive mechanism.The main research conclusions of the paper can be summarized as the following four aspects:1. There exist a significant relationship of inverted "U" curve between the substitution of renewable resources industry and the economic growth quality. Taking 0.527% as turning point, more than 80% of the province is located before the turning point in the sample period.This conclusion shows that the development of renewable resources industry in most areas of our country is conducive to the improvement of economic growth quality.2. From the substitution level of renewable resources industry and the state distribution of energy-saving space, most of the provinces in our country belong to the state of high energy saving space and low industrial substitution level. The influence coefficient of the substitution level of renewable resources industry on energy-saving space is significantly negative. The development level of renewable resources industry is higher, the Smaller of the energy saving space.3. By measuring the consistency index of the substitution of renewable resources industries and energy-saving space, the paper found that the development level of renewable resources industry is deficient in China’s western provinces between 2005 and 2009, and the state started to improve in the 2010-2012.Empirical research results show that there is a significant negative correlation relationship between the consistency index and the quality of economic growth.4. Through the theoretical analysis and empirical analysis, we can see that there exist significant impacts of substitution of renewable resources industries on the regional energy saving space and quality of economic growth; however, at present the development level of renewable resources industry in most of the provinces of our country is insufficient. By designing the policy machines such as government financial subsidies optimization mechanism, recycling deposit refund mechanism and recycling enterprise contract incentive mechanism, we can effectively regulate the rmarket order of enewable resources recycling, perfect the management system and improve the development level of renewable resources industry in our country.
