Research On The Coordinated Development Of Provincial Urbanization Based On The “Origin”&“Modernization”

At present, china is in high speed development of urbanization, which creates Chinese macroeconomic achievements attracting worldwide attention. However urbanization also brings lots of worries during the process. Faced with contradictions between economic construction and technology development, human development and natural carrying capacity, social development and fairness and justness, traditional culture and modern culture, it is imperative for china to change the development mode and adjust the internal structure. Under this background, Chinese scholar, Professor Ren Hong, puts forward the “origin” & “modernization” urbanization coordinated development theory. It is based on this theory that the paper tries to find out the main connotation of “origin” and “modernization” from the process of human history and modernization development. It is thought that the “origin” is a fusion of nature and culture, meaning that human is in harmony with nature, and connected with culture, and human, nature, culture are in an ideal state. The “modernization” is an organic unity of “economy- society-intelligence(sci-tech information)” and a complex of benign interaction and mutual coordination. The “origin” & “modernization” can make full use of human intelligence(sci-tech information), and integrate the most abundant economy into the most beautiful nature environment, and the most advanced sociality into the most profound culture, thus letting human not only enjoy a developed and convenient modernization society, but also enjoy a comfort and cozy life given by the tranquil natural environment and long history culture. The development of “origin” and “modernization” changes from mutual stress into interactive coupling, from contradictory into harmonious coexistence, from lower symbiosis into senior coordination, and achieves the perfect combination of interdependent finally.This paper expounds basic meanings of coordination and coordinated development based on economic development theory and system science theory. And the coordinated development research scope is defined as the coordination of space, structure and inner. Combined with the meaning of the “origin” & “modernization” and coordinated development, the “origin” & “modernization” urbanization coordinated development model is established and is proofed to be effective.In order to evaluate the situation of the coordinated development in different provincial regions, this paper firstly establishes an evaluation index system of provincial regions based on the “origin”& “modernization”. The origin system is evaluated from two aspects involving 7 indexes. Also the “modernization” system is evaluated from three aspects of economic development, social development and intellectual development involving 20 indexes. And the effectiveness of the evaluation index system and data are confirmed.Based on the above index system, the paper standardizes the original data with range method, linear method, and normalization method, and it has done the consistency check on different results of different methods with robustness analysis of multi-attribute comprehensive evaluation and preferred the evaluation results of the “origin” system development level according to the compatibility degree maximization principle. With different Standardized methods, the “modernization” system development level is evaluated based on the maximum deviation, variation coefficient method, CRITIC method and independent weighting method. Also it is analyzed with robustness analysis and preferred based on compatibility degree maximization principle. Finally this paper obtains the evaluation results of the “origin” & “modernization” regional development level. The results show that the “origin” degree and the “modernization” degree and their integrated development degree are low in Chinese 31 provinces, municipalities directly under the central government and autonomous regions. More notably, the deterioration of the ecological environment is serious, the lack of culture is worrying and the intelligence(sci-tech information) development is insufficient.Based on the above evaluation results of development degree, this paper analyzes the internal coordination of the “origin” and the “modernization” each system and the coordination between them with qualitative and quantitative methods. The coordination degree model based on distance is introduced to evaluate the internal coordination of the “origin” system and the coordination between the “origin” and the “modernization”. And the coordination degree model based on the deviation coefficient minimum is introduced to evaluate the internal coordination of the “modernization” system. Also the paper evaluates the coordinated development degree of different provincial regions according to the results of coordination degree and development degree and confirmed the effectiveness. The results show that each internal coordination of the “origin” and the “modernization” are low, while the integrated and coordinated development degree of the “origin”& “modernization” is high, and troubles hide in the internal construction. The “modernization” development will remain the first, meanwhile the development and protection of the “origin” also cannot be ignored.In view of the above research results, this paper puts forward four strategies generally: coordinating human development and natural environment, economic and technology development, traditional culture and modern culture, and the urban and rural development. The author divides 31 provincial regions into 9 areas, and puts forward politic suggestion for every area.
