This paper presents including good planning, and actively develop ecological civilization, to construct a perfect information platform, the development of ecological technology innovation ability, vigorously the introduction of construction personnel, construction of ecological new countryside, improve the ecological tax policy, the establishment of ecological compensation mechanism and ecological administrative system, policy measures.This study adopts the method of theoretical research and empirical validation, qualitative research and quantitative research, inductive and deductive.
