Network is the common structure of complex systems, and many phenomena inherent social and economic management have network maintenance. Group evaluation for given evaluation environmental research is the network structure study of it. In addition to resolving the problems that comprehensive evaluation problem have, the group evaluation should be solve other problems, such as population size and composition of group, group evaluation action and strategy, aggregation standards and methods, elt. All above making the classic comprehensive evaluation method in trouble using to solve the group evaluation problem. Specific performance such as:the complexity of the problem itself requires more extensive participants involved in the process, and participants have significant differences and complex relationships, and strategies and action of participants in the evaluation process changes in real time, and the tendency of the characteristics of the evaluation group behavior analysis is difficult, and information about the object is coming from different perspectives, and there are a number of different properties and association among the participants, for example linear, nonlinear relationship, discrete or fuzzy relations. Therefore, the given evaluation environment defined as the participants are nodes, and the relationships between the participants as link. Through the given evaluation part describes the population size, structure and composition status,and the evaluation path describes the evolution of the partial environment action of group strategy, and stable state of partial environmental network topology feature selection evaluation criteria and methods of information aggregation. The purpose of this dissertation is to provide new ideas for group evaluation problem.(1) Construction methods of given evaluation environment and group evaluation method studies. Firstly, the basis of given evaluation environment and the oriented given evaluation environment is studied, and analysis long-term mechanism based above. Except to consistency of group consensus, propose the stable standards instead for the information aggregation. Prove there is optimal response behavior for the participants, which by choosing the path process the group preferences and group utility could convergence in long term. This method fit for a certain size of group, and group consistency is no longer the only control standards of negotiation process; the proper method could be choose according to the group information distribution, and the network topology characteristics affect the results, and no take into account the time factor, but the simulation can be summarized by the evaluation based on the given evaluation environmental, and according to the principles of structural design could improve the group evaluation efficiency when application. Secondly, discuss the mechanism design for long term under the conditions of partial environment stable, and conclude that the properties is important for group evaluation problem, and new information about the program should be allowed in the process so that the objectivity and the stability approved. And also the evaluation target should be replaced which the target only has stage effect and constrains and conductions could be set according to this. The group cognitive is stable as well as the target is reached so that the stability and predictability are guaranteed.(2) Composition analysis of the given evaluation environment and the group evaluation methods studies. Firstly, the evaluation relation is a kind of social relations, the relationship between participants is the basis for group consensus; the production and evolution of relationship is accompany with evaluation process, and impact on the evaluation results. When the evaluation process ends, the relationship between participants become into a kind of social relationships and become experience in the form of access; the relationship is complex relationship, both the preferences between participants and the structural characteristics about the partial environment are included. The relationship cannot be restored as individual properties for the participants, and also cannot revert to the regulation, and cannot separate with the group action. This paper introduces the relationship data and construct the given evaluation environment, discuss the relationship composition and transformation according to the experts experience and the group network structure and the similarity of the experts preferences, defines the relationship priority aggregation operator and the methods about the weight vector and the properties of it. The method considering the relationship could beadle the accidents from the evaluation target, regulation and the group station differentiation. Secondly, this chapter also discusses power, as a kind of relationship application, oriented partial environment. According to possible sources of power, we define the power relationship. Thirdly, this chapter discusses regulation oriented given evaluation environment and the group evaluation method. We transform the regulation into a kind of structural arrangement, and define the regulation as specification and automation regulations.(3) Structural analysis of given evaluation environment and group evaluation methods study. Firstly, propose interval aggregation operators and panel data aggregation operators, and negotiate the information aggregation methods under given evaluation environment. Secondly, discuss a consensus control model based on the group network structure stable, and define the preferences similarity of experts, which could set up oriented feedback nodes and adjust threshold according to status of group network structure, and allow experts adjust their information, just like establish, strength or cancel communication between experts (that’s say links between nodes change or increase or reduce). And both the experts’strategy and preferences network structure could forward evolution. There’s more choice of strategy and strategy combination for experts. Finally, study the group information distribution under partial environment stable, define the core area of group information and opinion distribution sequence, and discuss group evaluation methods for group having both one and more information core area.(4) Application analysis of given evaluation environment and group evaluation methods study. Firstly, define both cooperative and competitive coordination of the group. Discuss the group evaluation methods, which both the nodes structure and property information could fusion, and establish a model for the different group with bi-goal evolution program based on given evaluation environment. Secondly, defines a given evaluation environment, which are created by experts and their relationships. And also defines a group comprehensive evaluation status assessment, which composed by the group network structure and properties information. The group consultation process could be followed effectively, and experts and the group evaluation status could be measured real-time. According to the measure results, a number of recommendations is reaching, including the experts core measure, group consultation adequacy and effectiveness measurement. The experts could have a number of recommendations guiding their behavior and comments with oriented.Finally, summarizes the main conclusions and contributions, and points out the limitations of this study and further research directions...
