The substance of performance evaluation is a tool used to improve performance andprovide the basis for decision making. In2003,the Chinese government carried outgovernment performance budget reform in order to enhance the efficiency of financialcapital,and selected parts of the financial funds to support projects from important areasfirstly such as agriculture,education,health care and other benefit the livelihood and beganto explore the performance evaluation work.Land management projects is a top priority of China’s comprehensive agriculturaldevelopment work,due to the huge amount of financial investment in the project itself (300billion yuan for nearly20years),the significant agricultural features(to strengthenagricultural infrastructure and ecological construction, improve agricultural productioncapacity, to ensure national food security), and the use of multistage and double principal-agent management mode (in which the government plays the role of both the principal andthe agent)and other characteristics,it determines the need to carry out performanceevaluation for land management projects.So we choose the issue of how to carry outperformance evaluation of land management projects as the research object in this paper.Mature theoretical system of government performance evaluation began in the1990s,including the scope of the evaluation of government performance evaluation,policyperformance evaluation,project performance evaluation and departments performanceevaluation in four areas, this article will only study project performance evaluation of landmanagement projects;From the view of contents that constitute the performanceevaluation,they want to solve the four basic questions assessment of what is the criteria forjudging the performance,who will review,assess what and how to assess, this article isbased on the four aspects of the problem, according to the research ideas of askingquestions,analyzing problems,solving problem,thus forming the following mainconclusions:First,land management project is a public good that a country provides to improveconditions for agricultural production and productivity. It is an integral part of the wholesocial environment, which is not owned solely by the government or the comprehensivedevelopment department of agriculture sector. The construction project involves theinterests of all sectors of society. The implementation process of the project’s performanceis the process that demands of many stakeholder interests are met. Therefore, we choosethe stakeholder value-oriented standard to evaluate land management projects’performance, and choose the stakeholders’ satisfaction degree in land management projectsto be the performance criteria for the project.Second,in the course of design and implementation of the land management project,itgenerates a complex double multi-stage delegation---agent relationship, in which thegovernment plays roles of principal and agent in the project, investor, organizer, manager,supervisor, producer at the same time, therefore, a performance evaluation of landmanagement project must be carried out by an independent third party to ensure anobjective, impartial and reliable performance evaluation conclusion. This paper carries outthe performance evaluation of land management project in the framework of the thirdparty. Third,the criteria of forming project performance is to meet the demands ofstakeholders,based on which this paper designs primary selected indexs of landmanagement project performance evaluation. And in accordance with the theoreticalconstruction of performance-appraisal system, the primary selected indexes are classifiedas four aspects:management, outputs, effects and satisfaction level of stakeholder.Then thepaper detected correlation between the indexes,consistency (reliability) of index evaluationresults, the accuracy (validity) of the evaluation object described by index.Ultimately thecontent of project performance evaluation consisted of performance evaluation indexsystem,which is formed by28detailed indicators,four dimensions selected by management,outputs, effects and satisfaction level of stakeholder.Forth,there are not only the evaluation of quantitative indicators, such as output ofquantity,quality of output, but also the evaluation of qualitative indicators, for example,project management, administrative efficiency and satisfaction level of stakeholder,difficult to describe with precise mathematical. Therefore, we choose the fuzzycomprehensive evaluation on this problem of how to assess, i.e. the choice of evaluationmethods, and thus make a comprehensive performance evaluation of the land managementprojects with a combination of quantitative analysis and the qualitative evaluation.In theperformance evaluation of hierarchy index,we should determine the different performancelevels of all evaluation indexes first, then merge these performance levels to the overallperformance evaluation of the object.In addition,in order to ensure that the performance evaluation results are objective andreliable, the paper studied the quality control methods of performance evaluation. Articleson the basis of factors that may affect the quality of the performance evaluation, drawingon the common international decision usefulness of information quality evaluation criteria,presented criteria from the relevant,reliability,comparability,clarity and completeness tojudge the quality of the performance evaluation, and proposed methods of quality controlfrom the performance evaluation process, evaluation working papers, three aspects of theevaluation results.Based on the study of innovation embodied innovation in the field, innovation inresearch perspective,the application of innovative methods, innovation in performanceevaluation theory to expand in four areas:(1) innovation in the field.Due to the limition of agricultural projects have certain expertise, project constructioncontent with restricting diversity and other factors,domestic scholars to carry outperformance evaluation studies of agricultural projects are fewer, especially the systematicstudy of performance evaluation for land management projects, the outcome is scarce.Therefore, this paper studies of land management projects for the performance evaluationis innovative research(2) Innovation research perspective.This paper breaks the traditionalmodel in which performance evaluation of financialsupport for agriculture programs is carried out from the “cost-effectiveness” perspective.The value orientationfrom the traditional evaluation model emphasizes more“benefit”evaluation rather than“performance” evaluation. This article regards demands ofstakeholders as the criterion of performance formation and builds the theoretical framework about land management performance evaluation according to the stakeholders’value.(3)Innovation of method.It’s the first time to introduce the educational evaluation methods into the field ofperformance evaluation,which makes up the defects about adjusting the performanceevaluation results’ error.(4) Innovation of development of performance evaluation theory.It’s the first time to introduce the educational evaluation methods into the field ofperformance evaluation, which makes up the defects about adjusting the performanceevaluation results’ error.This article refers to the internationally generally used information quality evaluationcriterion based on the decision-making relevant view,and proposes five elements fordetermining performance evaluation quality, namely, relevance, reliability, comparability,clarity and completeness.It also proposes the quality-control methods for performanceevaluation from evaluation process, working papers and evaluation results.Conclusion ofthis study is to extend and expand the theoretical system of performance evaluation.
