Study On Compensation Mechanism Of Cultivated Land Protection

With rapid urbanization in China, the contradiction between cultivated land supplyand demand is more and more serious. It has a very important theoretical innovation andpractical significance to carry out compensation theory to build effective cultivated landprotection compensation mechanism. By taking Henan Province as an example, thispaper explores the implementation, allocation, compensation standard and main body ofcultivated land protection, trying to form compensation incentive mechanism and providea direct reference for innovation of cultivated protection incentive mechanism and policy.The dissertation consists of seven chapters, among which the second to sixthchapters are the main body, and the fourth chapter, the fifth chapter and the sixth chapterare the key contents. The main researches are as follows:(1) This paper defined the connotation ofcompensation mechanism of cultivatedland protection, starting from the point of the responsibilities, rights, interests ofcultivated land protection. Economic compensation to the regions and people who bearthe loss by the task is undertook by the central government, regions and the people whodidn’t take the responsibilities of the cultivated land. The compensation can be helpful toreduce the opportunity cost of cultivated land, increase revenue of cultivated landprotection areas and protector, and therefore to achieve the target of motivating producersand correct the distribution relationship of economic interests of cultivated landprotection areas.(2) The determination of cultivated land protection area was based on the balance ofsupply and demand of it. The low-carbon theory will optimize the structure of the land.The paper measured the protection paid and be paid areas by taking Henan Province asexample.(3) This dissertation got the theory standard of cultivated land protectioncompensation based on the principle of internalizing externalities and land developmentright. The papers used various methods to measure compensated standard of cultivatedland protection, and then correct the price to the social reality of affordability.(4) This dissertation intended to discuss the cultivated land protection compensationmechanism from the perspective of the behavior. First, it checked main goals ofcultivated land protection subjects (central government, local government and household),and use game analysis method to construct the analytical framework of the centralgovernment, local government and farmers’ behavior. In this framework, it analyzed the behavior of cultivated land protection central government, local government and farmers,which will deviate in the current institutional arrangements, and explored the possibilityof cultivated land protection behavior consistent under the main incentive system. Finally,based on the behavior of the cultivated land protection, it proposed suggestions ofbuilding cultivated land protection compensation mechanism.(5) Issues about compensation incentive mechanism of cultivated land wereanalyzed in the dissertation, such as the roles and behavioral patterns of the governmentand the farmers. It use participatory rural appraisal (PRA) to survey the willingness toprotect cultivated land.
