Clinician management and evaluation is at all times the main content of hospital management. Affected by the fact that continued improvement and more progress is made in the Socialist Market Economy, hospital construction and management has subconsciously integrated itself into the environment. Especially at the country's entry into the WTO, the "personnel-seeking" companies both internal and abroad take actions to excavate our qualified personnel with the most favorite payments. Besides, under the external circumstances of keen competition for qualified personnel, the domestic hospitals, especially those small or middle sized hospitals, face serious crisis in introducing and retaining qualified personnel, and stabilizing professional forces. Consequently the closer attention has been paid to the management which is characterized by the policy of "based on human considerations" and has become the central content for hospital management during this new period. Characterized by wide professional scope, high technological qualifications, close relationship between doctors and patients, clinicians play an important role in the hospital's technological advances, economic results, and quality improvements, thus becoming the " leading sheep" in leading the personnel of a hospital. So a new problem concerning hospital management in the new period which is badly needed to be solved is how to effectively stabilize the professional forces of the clinicians, arouse their enthusiasm and fully develop their potentiality in order to improve the hospital's competitive power with the external circumstances.Based on the resources of the hospital's information system network and administrators' need to manage and evaluate hospital personnel, and with the reference to the advanced techniques and methods of personnel management and evaluation both internal and abroad, the present thesis has studied and analyzed 15,000 pieces of dataconcerning the professional performances of 107 clinicians at one hospital in one year. It has also come up with a "comprehensive quantifying evaluation method on clinicians' performances under the conditions of network" in order to make a full use of the network information resources in helping the hospital's decision-making, change the traditional mode of evaluation mainly through experiences and meetings, eliminate the negative influences from the impression factors or polarization factors, and finally provide objective, qualitative, precise and convenient data basis for the highly effective establishment of the hospital's assessment, evaluation, engagement and encouragement of qualified personnel. The specific contents and results of this thesis are as following:1. It has studied the three dimensional framework and tree structure of the comprehensive target evaluation system for clinician.This thesis has constructed a three dimensional framework (i.e. fundamental information, professional performance information and academic information) and tree structure for target evaluation by applying " the optimum seeking method of document and data analysis", "systematic analysis" and "Delphi Method". Here the tree structure of target evaluation is built up with the target of clinician's basic information and personal making, the target of work efficiency, the target of work quality, the target of economic results, the target of new professional performances and new techniques in scientific researches, the target of papers and works and the target of assessment. On the basis of the seven above-mentioned target classifications, this study has also decomposed 56 sub-classifications. Since this thesis caters to those administrators from the small or middle-sized hospitals, we have chosen to analyze the performance of those clinicians who wok in the hospitals of this kind.
