The thesis focuses on water utilization conflicted area of Middle Heihe River, Northwest Sino-Arid, Arid Area of China. Choose Farmer Water User Association(FWUA) of Ganzhou District of Zhangye City as a research object, use Random Sample method to sample 181 villages of 5 irrigations within 242 Village Level FWUAs of 8 irrigations in whole Ganzhou District, based on investigated first-hand data to statistically analysis the actual conditions of FWUA's achievements. The statistical results show that the FWUA's achievements dynamically imbalanced developed on spatial pattern, the achievements of whole FWUA in Ganzhou District haven't procured any success. Moreover the achievements which the FWUA implemented has a character is little are better and big more are not improved at all. So the thesis debates on the reports and conclusions documented by local Water Resource Government about the FWUA's achievements. Above researches provide base results about FWUA of Ganzhou District and will help to further research on FWUA in the whole Zhangye City.And then based on conclusions about FWUA's achievements condition of Ganzhou District, the thesis systemically investigated the factors which effected FWUA's achievements and selected major factors into mathematical function for quantitative calculations. The calculated results clearly show that the local government's supports include funds, power, materials and institutions will immediately improve the FWUA's achievement. Base on such conclusions which deducted by actual data, the author can logistically advise the local government to ameliorate some works for the FWUA implement success.The FWUA's organization structure also is anther important study case of this thesis. The author chooses the Organization Order Degree and Organization Efficiency as two eigenfunctions to scale the FWUA's organization structure character. And add the FWUA's achievement index to Correlation Function for mathematic analysis. The result show that the increased Organization Order Degree value and Organization Efficiency merely can reflect the FWUA's organization structure'optimization, can not prove any direct relations between FWUA's achievement. Along with the deep study, the author find a new and actual phenomena at FWUA operation process is that the FWUA's organization structure seriously overlapped on the Villager Committee(VC)'s organization structure. So the author bring forward a study matter on complicated interaction between FWUA's organization structure and VC's organization structure in further.Furthermore, the author shift point at Water User Association of Irrigation District(WUAID), build a multi-stakeholder participatory irrigation management paradigm for reference. Through investigated in five sample irrigation district of Ganzhou District by questionnaire, the author compares the paradigm and actual participatory water management similarities and differences, and educe path and direction about how to improve the WUAID's achievements.At last, in view of business cost of come to an agreement by multi-stakeholders, the author joint"up to down"and"bottom to up"organization structure into a corporate organization flat to manage and resolve all irrigated matters by WUAID's delegates. This irrigation corporate flat preferably dissolve the conflict between management efficiency, agreement cost and democratic object. And then, the author proposed to popularize this paradigm to the whole WUAID of Zhangye City for further theory research and experience.
