With the rapid development of China's social economy, urban construction is constantly changing urban landscape and improving people's living and working environment. As the deviation in the implementation process of urban planning, the issues such as destructing the natural environment, harming the public interests and violating the existing planning appear in the urban development. Within influence of multiple factors of market economy and government administrative actions, the implementation of urban planning is still not well adapted to the complex and changing environment. The implementation process of urban planning is far more complex and tortuous than the imagined and the problems become more and more. Although the promulgation of new Urban and Rural Planning Law strengthens the authority and seriousness of urban planning, planning changing universally exists in the planning implementation process. Based on such reason, this research strives to put forward a number of constructive ideas and opinions about the implementation and management of urban planning through the participation and analysis of implementation process of urban planning.This paper gets rid of the research set pattern on the technical level of planning implementation and management and analyzes the various power relations in the urban planning implementation from the perspective of micro-power operation. On the current premise that market economy and planned economy coexist and within the reality that public participation is not yet perfect, reforming the way of urban planning implementation are sought in the current system from the specific implementation process of planning.The exposition of this research can be divided into three levels: In the level of the awareness of problem, through rethinking the system of the implementation modes of the current urban planning, this paper thinks that although the general concept of existing planning mechanism reform is in line with the future development trends, it is difficult to achieve in a short period of time. Facing the fast development of urban areas and the difficult reversion of urban planning implementation, we must have realistic lash-up ideas and measures. In the level of analyzing the problem, the theoretical framework of micro-power is introduced and the management mechanism of planning implementation is brought into the power system research category. Finally, the deeper analysis and interpretation is acquired. In the level of solving the problem, how to form a reasonable means of coordination is explored. On the premise that the current system remains, various main bodies in the implementation of urban planning are made to have the reasonable way of interests demand. Through actual case studies and participation, we put forward that the urban planning management departments can employ deeply participative planning technology organizations, guiding the various groups and public organizations to jointly participate the planning implementation. The traditional government with centralized vertical rule mechanism can be replaced by the new implementation mechanism with the multiple balances of government forces, market forces and social forces.Within china's progressive reform process, this research transfers the focal point from "should be how to do" to "actually what to do". The complex relationships in the planning implementation process are carefully combed. From the power perspective view, the planning implementation is to remove imagination and integrate into reality, and to be practice-oriented rather than knowledge-oriented, which can provide methods and demonstrations closer to the social reality for the actual construction of multi-balance public participation theory.
