The research, the research on water resource sustainable utilizing in Lijiang valley, which is one of essential scientific research on water resource exploitation, utilizing and protection afforded by the department of the science and technology of GuangXi Autonomous District for ZhuangZu People, and the 863 major science and technology item administration office which is leaded by the department of science and technology of the Peoples Republic's of China also give some sustentation fund. The objective of scientific research task is intended to ensure harmony and with requirements for quantity and quality of water as well as for the environment. Aim at enhancing the function of valley water resource system which is directed by the sustaining development idea, the author analyzes the question which is occurred in the valley water resource system, establishes the case system to adjust valley water resource system.The subject matter of this thesis is focused on quantity and quality of water, which are two of cardinal characteristic of water resource. In the aspect of quantity of water, the author analyzes distribution characteristic and utilizing peculiarity of water resource, points out that the cardinal problem of valley water resource is the contradiction of disagreement between the moisture distribution in space-time and water resource requirement in space-time. In the aspect of quality of water, the author analyzes distribution characteristic and utilizing peculiarity, points out that the cardinal problem of valley water environment is the contradiction of disagreement between the water environmental capability distribution in space-time and water environmental capability requirement in space-time.Based on the summary to the research of the Water Required for ecosystem and environment in present, the author puts forward the concert and calculative method for Water Required for Landscape and Ecology in order to keep the landscape and ecology of Landscape River in the area with abundant water resource. The author make certain Water Required for Landscape and Ecology in Lijiang according to the method, after then, analyze the relations between supplying and needing of water resource in Lijiang for the aim of balance.The research builds a mathematical modeled of water quality in Lijiang, and imitates the water quality in Lijiang in the future condition of water flow, calculates thewater environment capacity in Lijiang, brings up the thoughts that it should put the water flow in the future condition as the designing flow of calculating the water environment capacity in the mountainous region with abundant water resource. After then, the author discusses the dynamic capability of water environment in Lijiang.The author construe the conflict between natural system and artificial system by applying the systemic engineering theory, In order to resolve the problems, the author bring forwards some stratagem of management and engineering to revise water resource system, come true water resource sustaining utilizing.For the maintain to needing of management, the author exploit a software platform -DynaMap, which can conjunct the graph information of GIS with the attribute information of MIS, and it can realize unitized management to information of graph and attribute, and it make the system on components GIS is able to achieve updating water environment mathematics model and handling monitor data online, according to administrative demand, and that is helpful to arrive at the purpose to valley water resource dynamic administrating.During the research, the author concludes some innovating ideas and conclusions in some area: the inspect of utilizing disciplinarian in landscape river in the mountainous region with abundant water resource, the author brings forward the definition and calculative method of Water Required for Ecology and Landscape in landscape river; according to the disciplinarian of water quantity for ecology and environment requirement, the author discusses dynamic capability of water environment; according the a...
