Long-distance oil and gas pipelines are always laid for several hundreds to thousands kilometers, along which the topographical, geological conditions, hydrological conditions are very complex, as well as a large quantity of rivers cross the pipeline. Therefore, the abnormal loading, deformation, instability, section suspending and body exposure frequently happen to pipelines, due to streams and flood impact, slope slides, river scouring, river degradation, and river encroachment. Hydrotechnical hazard prevention project along pipeline is a type of hazard prevention project in order to protect pipeline system and its ancillary facilities from hydrotechnical hazards. In recent years, with the rapid development of long-distance oil and gas pipeline construction in China, hydrotechnical hazard prevention projects are widely constructed. And so, the investment of hydrotechnical hazard prevention projects increased extraordinarily. Therefore, it's an urgent need to carry out post-evaluation of hydrotechnical hazard prevention projects, to conclude the project experiences and lessons, propose improvement measures. In view of this, the effectiveness evaluation of hydrotechnical hazard prevention projects and the methodology of effectiveness evaluation are proposed. The intention of effectiveness evaluation is to make total construction cost lower and bring the safety of pipeline system higher through optimizing the distribution of hydrotechnical hazard prevention project construction resource, based on the results of hydrotechnical hazard prevention project effectiveness construction.In this paper, an effectiveness evaluation method of hydrotechnical hazard prevention project is promoted and applied, and then a scientific and rational methodology is utilized into the industrial management of hydrotechnical hazard prevention project. Based on the current research and analyzing the effectiveness character of hydrotechnical hazard prevention projects,the effectiveness evaluation model of one input -two outputs was established in this study.Using the AHP method and with-without comparison method, a comprehensive evaluation index system is established. In this study, a four-level of index system of effectiveness evaluation is established using hierarchy model, which consists of 1 object target hierarchies, 3 rule hierarchies, 9 sub-rule hierarchies and 43 indicator hierarchies. Field study validated the rationality, maneuverability and consistency of the index system. Using this index system, the effectiveness evaluation and effectiveness ordering of every single hydrotechnical hazard prevention project can be carried out, as well as proposals regarding effectiveness optimizing can be promoted. Furthermore, through this system, the overall effectiveness level of a whole pipeline can be given out, as to offer reliable project decision information for decision-makers.In comparison with many other evaluation methods, the Data Envelopment Analysis (DEA) is adopted as the effectiveness methodology of this study adopted, due to that DEA is one of the best methods of measuring the performances that based on simultaneous consideration of multiple inputs and outputs. This is the first time that the DEA method is applied in the effectiveness evaluation of hydrotechnical hazard prevention project, and so the applications of the DEA are extended.A database and a corresponding software system of effectiveness evaluation of hydrotechnical hazard prevention project are developed. With the internet-based software system, pipeline officers and project maintenance personnel in-field can manage hydrotechnical hazard prevention projects easily. And so, this software system provide a management platform of the whole life-cycle project, and the system make the project management automatic, systematic and repeatable come true.29 hydrotechnical hazard prevention projects in-field are selected from marked A and B pipelines as the case study of effectiveness evaluation. The proposals of promotion effective level are put forward basing the results of effectiveness evaluation.
