The core of the scientific concept of development is people-oriented, and food safety issues are directly related to public health. So ensuring food safety is of the people-oriented basis. Food safety has become the major event related to national economy and the people's livelihood safely.The development of production technical and biological technology, the industrialization advancement, which promoted development of food industry, food quantity security has obtained alleviated. At the same time, cognition and consideration of consumers for food quality safety are more and more. Consumers even pay more great attention to food quality, nutrition and health safe. Since has entered in of the 20th century the later period, the frequent occurrence of food safety has increased the psychological burden on consumer of every country. Each kind of food safety issues in world scope, such as England "mad cow disease", Belgium "Dioxin", Europe "foot-and-mouth disease", Asia "birds flu" and so on, not only have brought about the significant harm to humanity's body and health or posed the latent threat, also created the huge economic loss to the consumer and the correlation industry In order to enhance the management lever of food safety , various countries governments have enacted stringent food safety regulations and technical standards, strengthen supervising and managing on agricultural product quality safety, conctrol to the each link of food product strictly, widespread implement from "farm to table" total quality control. These requests close cooperation on every food safety stakeholders, displays overall superiority, raises management level of quality safety.Food safety issues complicated and involves many very extensive and complicated, China still lacks a comprehensive food safety system, the academic studies and government at all levels of management focused on food safety management system building and implementation(That is, from the outside on how to implement effective food safety control). The food security of producers, consumers, regulators and other interest groups choose the specific situation of limited research on the needs of consumers, consumer desire for safe food supply and the leading role of the lack of accurate grasp, and thus guide fostering safe food market by the theory and practice work is clearly lacking.This thesis use of fundamental economic theory, as well as environmental economics, institutional economics, information economics and other related principles of the use of macro-and micro-analysis of the analysis, specification analysis and empirical analysis of a combination of methods, on food safety through various stakeholders between the game analysis on the relationship between food safety in production, consumption and the impact on the circulation link factors and the impact of empirical research and testing, quality of food on the development of economic incentives and deep system factors that the corresponding development strategies and management measures for the government to increase food safety level to provide theoretical and practical guidance. The main conclusions of this article include the following:(1) To protect food safety of the main multi-stakeholder nature. In the guarantee food safety's each behavior the producer, the consumer and the major-domo three relations process very important. Farmers production is the source of supply, is the foundation; production is the core of the organization, is the key; to meet the needs of consumers and businesses to achieve cost-effective is the driving force is the goal; and the government, social organizations, as well as third-party oversight is backed up by the media Is to protect.(2) Solves food security problem key to lay in the consumer consciousness and the consumer demand the objective request which safe enhances unceasingly to food. The consumer is urges the enterprise to food security's attention and the cognition to establish the perfect food safety control system's premise.(3) The modern significance Production organization form, by"the company + peasant household","the company + base + peasant household","the company + base + association + peasant household"and so on many kinds of ways causes the peasant household to be possible to depend on various behavior main body, constitutes our country security agricultural product producer's special interest group, food producer organizes the pattern choice, the cost income and is together affects food producer behavior to the government rules and regulations response the primary factor.(4) Food safety control's process is the process which food safe various stakeholders gamble unceasingly, based on the seventh chapter of gambling analysis as well as the international experience, our country future food safety control institutional arrangements, should based on above all quarters gambling analysis result.(5) The information asymmetrical situation's existence, causes the security food high quality and favorable price the mechanism to realize with difficulty, therefore, must solve the market malfunction problem to need the government to involve. The government strengthens the food quality safety control to be able to bring the social only welfare generally, but the act of government does not take with the supervision expires, possibly creates food security risk event's occurrence.
